- Solicitation Number: W91247-10-R-0020 Notice Type: Sources Sought - This request for information has been previously posted and previous responders do not need to re-submit. Synopsis: This is a SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY to determine the availability of potential small business firms for a possible small business category type set-aside. No Solicitation is available at this time; therefore, DO NOT request a copy of a solicitation. Potential offerors having the skills, experience, professional qualifications, security classifications, and capabilities necessary to perform the described requirement are invited to provide feedback via e-mail. Particularly, the purpose of this notice is to gain knowledge of potential small business sources in the following categories: Certified 8(a), Certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB). The capabilities will be evaluated solely for the purpose of determining if the small business community can perform the services of this requirement. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services with a size standard of $27.0 million. The proposed contract will be for a base period and the Government reserves the option to extend the contract for an additional four years. The Mission and Installation Contracting Command (MICC) Center - Fort Bragg is seeking sources interested in providing support services to the US Army Signal Center of Excellence (SIGCoE), Capability Development Integration Directorate (CDID) TRADOC Project Office, Network Operations (TPO NETOPS) in support of the Armys global mission. These services include providing the necessary technical and analytical skills to support multiple combat development functional areas by developing documentation related to Signal Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF). The requirement is to provide combat development documentation and products by analyzing, defining, evaluating and integrating both functional and operational electromagnetic spectrum mission area requirements for Electromagnetic Spectrum Operations (EMSO), Cyberspace Operations and Electronic Warfare (EW), and new information technology that will enable all warfighting functions for Army and Joint force mission requirements. The support will include products and deliverables for the documentation and integration development of network software/hardware material solutions, concepts, organizational designs, concepts of operations (CONOPS), refinement of doctrine, tactics, techniques and procedures, capability needs assessments, and Signal Regiment training development literature. The requirement includes analyzing and recommending solutions to the Government for the planning, management, employment, training and operations for new enhanced EMSO capabilities for full spectrum operations. The Frequency Spectrum Proponency Office (FSPO) is the principle source of EMSO expertise to ensure access to the frequency spectrum needed to operate the wireless Global Information Grid (GIG) for warfighter combat systems. The FSPO provides support to TRADOC in all matters concerning frequency spectrum doctrine, organizations, training, leader development, materiel requirements, and Soldiers for all radio frequency emitting systems to include communications platforms and sensors. The Security Classification for the requirement includes a Top Secret clearance and Special Compartmented Information (SCI) access will be required for selected contractor personnel in performance of this contract. Remaining contractor personnel under this contract will possess and maintain a Secret security clearance. All contractor personnel must be familiar with DOD 5220.22-M, National Industry Security Program Operating Manual and AR 380-5, Information Security Program to familiarize themselves with the Governments guidance of security. All contractor personnel assigned to this contract shall be US citizens. Services include providing electromagnetic spectrum management subject matter expertise pertaining to critical portions of programmed work within several key combat developments, training and proponent functional areas. MICC Center FB is soliciting information on vendor capabilities to provide subject matter experts. The required capabilities for the proposed contract will include, but are not limited to the following functions: "Provide Project Management (PM) and subject matter expertise support to the FSPO Branch pertaining to the development of proponent and non-proponent concepts, doctrine, and material requirement documents, in accordance with (IAW) the in-progress review (IPR) process, for review, approval and release by the government, and ensuring that EMSO, EW, Cyberspace Operations, and radio frequency (RF) Spectrum issues are addressed in the development, acquisition, and employment of material products. This may include comments, suggestions, working group participation, or other technical support to ensure considerations are properly addressed. "Provide subject matter expertise in EMSO to support proponent and non-proponent concepts, doctrine, and material requirement documents to ensure electromagnetic spectrum issues are addressed in the development, acquisition, and employment of electromagnetic spectrum based products. "Provide subject matter expertise support for proponent and non-proponent concepts, doctrine, and material requirement documents to ensure spectrum is addressed in the development, acquisition, and employment of Counter Improvised Explosive Device Defeat (CIEDD)/Improvised Explosive Device Defeat (IEDD) products. This will include comments, suggestions, working group participation, or other technical support to ensure spectrum considerations are properly addressed. "Develop SIGCoE spectrum training strategy in support of CIEDD/IEDD and Program of Instruction (POI) for review, approval, and release by the government, for Signal specific spectrum training for CIEDD/IEDD. "Provide technical and engineering support for product and combat development mission requirements in support of spectrum utilization for the CIEDD/IEDD program. "Provide support for CIEDD/IEDD developments, and SIGCoE support to TRADOCs CIEDD/IEDD Integrated Capabilities Development Team (ICDT) and DOTMLPF assessments. "Provide subject matter expertise in Computer Networking to support proponent and non-proponent concepts, doctrine, and material requirement documents to ensure Cyberspace Operations issues are addressed in the development, acquisition, and employment of products utilizing Computer Networks. This may include comments, suggestions, working group participation, or other technical support to ensure Cyberspace Operations considerations are properly addressed. "Provide subject matter expertise in EW to support proponent and non-proponent concepts, doctrine, and material requirement documents to ensure EW issues are addressed in the development, acquisition, and employment of EW products. This may include comments, suggestions, working group participation, or other technical support to ensure EW considerations are properly addressed. All interested parties are invited to provide the following information for your company and provide examples of past experience and professional qualifications for projects from the Federal, State, and Local agencies that are similar in scope. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number, CAGE code, dollar amount of the companys annual receipts, and state the size of your company in terms of personnel; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); 4) Familiarity and knowledge of EMSO, Cyberspace Operations and Electronic Warfare (EW), and new information technology capabilities for full spectrum operations; 5) Professional qualifications (e.g. education, experience, professional registrations) of the companys key personnel and staff proposed for this effort; 6) A description of specialized recent experience and technical competence of the company or its particular staff members in Federal, State, and local requirements; 7) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (include contract and/or task order number); 8) Capability to deliver on-schedule, high quality work products and deliverables; and 9) Security classifications for companys staff. Responses are due no later than 1200 EDT, Thursday, 29 July 2010, and shall be electronically submitted to virginia.a.roberts@us.army.mil and angela.kearney@us.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
