- Introduction The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch is conducting market research to determine qualified, experienced, and interested potential sources for the Conceptual Security System Design (CSSD) Development for several United States Air Force (USAF) installations. Part of the market research is to publish in FedBizOpps a Request for Information (RFI) seeking market information on businesses capable of providing the equipment and services, as described herein. The information requested by this RFI will be used within the Air Force (AF) to facilitate decision making and will not be disclosed outside the agency. Firms choosing to respond to his RFI are cautioned that this synopsis/RFI is not a Request for Proposal (RFP). This RFI is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a RFP. The government is not obligated to and will not pay for any information received from any sources responding to this synopsis and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this RFI. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Description of Services The request is for non-personal services to provide CSSD Development using sound engineering practices and delivery to provide Integrated Base Defense Support at AMC installations. This initiative is to complete a technical study and analysis for each installation at up to 8 (eight) AMC installations and to document the resulting security system designs. The government's requirement for developing the CSSD at each installation will include conducting an analysis of the data gathered from the Integrated Defense Risk Management Process and entered into ForcePro, and any previous security/antiterrorism assessment/vulnerability study to determine/verify the risks for the installation. The government will then require a 10 percent design document for each installation along with an estimated cost to implement the design. An after-action report will be required to document results for each installation. A proposed project execution plan will be completed within 10 (ten) days of contract award and submitted HQ AMC/A7SXR for review. The contractor shall provide Subject Matter Expert (SME), equipment, and/or materials to support AMC/Security Forces to improve Integrated Base Defense and Security Systems at AMC installations. SME support tasks include business and action planning, organizational assessments, and process and productivity improvements. Contractor shall be knowledgeable of the DoD Information Assurance Certification and Accreditation Process and be capable of preparing approval packages to obtain Authority to Connect (ATC) to the Air Force Global Information Grid (GIG). Contractor will support and work with the security system design team lead designated by the government. This requirement includes the use of Integrated Defense Risk Management Process and ForcePro procedures as cited AFI 31-101, Integrated Defense, 9 October 2009, Chapter 3. Contractor is responsible to provide a security systems engineer(s), if required, to support one or more teams in assisting with the development and subsequent analysis of proposed security system designs for the selected installations. The CSSD development team shall be comprised of both government and contractor representatives. Development of the CSSD through a site survey at the installation will require at a minimum a "windshield tour" for the base for an "eyes on" picture of the identified risk(s). The CSSD will include a design presented in an MS Word document which describes the equipment used in the system, sensor or equipment locations, power and communications tie-in locations, and brief description of the features or capabilities of each subsystem and its components all included in the after action report. Proposed solutions will be coordinated through the installation subject matter experts. Conceptual security system designs will be developed to reduce current risk levels at installations and data will be collected which will allow completion of the conceptual designs. The North American Industry Classification System (NAICS) code to be used for this procurement is 541690, Security Consulting Services, with a size standard of $7.0M. Information requested: 1.
