Description

The Naval Surface Warfare Center Carderock Division (NSWCCD), has a requirement to increase the scope for Research and Development Services in support of Shipboard Selective Access and Retrieval System (SSARS) developed by Quantum Engineering Design, Inc. under Contract No. N00167-09-C-0005. A continuation of services is required for Phase V(b) which will complete and test one ORLAM system, consisting of four powered ramp systems (including a ramp and an assist-mechanism for moving vehicles onto the ramp with hydraulically powered tractor turrets for lift and drive). NSWCCD intends to solicit only one source, Quantum Engineering Design, Inc., Corvallis, OR, for this requirement. Negotiations will be conducted with Quantum Engineering Design, Inc. on a sole-source basis, and award will be made as a modification to contract N00167-09-C-0005. This action will be processed on a sole-source basis in accordance with FAR 6.302-1. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
