Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx.FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Amendment 0001: The purpose of this amendment is to provide notification that the anticipated procurement is hereby canceled. Original: The Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Insight Technology, 9 Akira Way., Londonderry, NH 03053-2002. This requirement is for the acquisition of a small lightweight Clip-on Night Vision Device-Thermal (CNVD-T) SU-232 that is mounted in front of an Enhanced Combat Optical Sight (ECOS) to provide thermal vision in low/no light conditions and thru obscurants. The acquisition is on behalf of the Special Operations Peculiar Modification (SOPMOD) program. The CNVD-T's are considered commercial non-development items and have been fielded to USSOCOM Special Operations Forces since 2006 based upon specific configurations from Engineering Changes and positive feedback from Developmental and Operational Testing. The SU-232/PAS is a battery-operated, hand held or weapon mounted, thermal imaging device. It allows for observation, target identification, and target acquisition during day or in adverse conditions such as light rain, light snow, dry smoke, and low light to total darkness. The SU-232/PAS amplifies available thermal signatures so that the viewed scene becomes clearly visible to the shooter. Sight is passive and does not emit visible or infrared light that can be detected by the enemy. The SU-232/PAS can be mounted to weapons equipped with MIL-STD-1913 rail. It can also be used in conjunction with other optical and red dot sights. The sight has a 25 degree field-of-view and has the following features specified by SOF operators: 2X digital zoom for improved interoperability with the SU-230/PVS, redesign of lens cover for compatibility with M4 ejection port, improved battery cover retention screw based upon OT results, addition of spectrum filters for improved light security, 0.5 minute of angle (MOA) adjustments on windage and elevation, incorporation of single throw lever intermount for system standardization, dual capability for digital and analog outputs to meet specific operational scenarios, flat dark earth color change for system compatibility, refined user defaults for system standardization, and incorporation of standard User Identification Labels. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), only one responsible source. The proposed IDIQ is a follow-on procurement for the sustainment of existing CNVD-T devices. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a five (5) year ordering period for the sustainment of CNVD-T's for the SOPMOD program. The contract minimum quantities are 1 ea. with an estimated maximum amount of 3,000 ea. over a five year period. This contract will also include a line item for repairs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No formal solicitation will be issued. It should be noted however that NSWC Crane is the process of finalizing a competitive procurement package that will be released in the mid summer timeframe with a planned 2010 award.
