- Solicitation Westinghouse Anniston (WA) is soliciting cost proposals for a vendor to perform the cleaning of the LIC and DFS PAS Quench systems. ANCDF has experienced during the current mustard campaign multiple flow restrictions in piping and equipment in the DFS and LIC PAS Quench systems that appear with fluctuations in quench tower water level. Some of these have unexpectedly stopped processing. Flow restriction can occur at any time with little or no warning. It has been demonstrated in previous contractor work that the use of high pressure water blasting is superior in cleaning this type of deposits in a safe, environmentally sound, and cost effective manner. ANCDF has shown that quick resolution of these flow restrictions, using the methods demonstrated; successfully return the process to normal. The actual cleaning work time duration has also been very short in comparison to other manual cleaning methods. STATEMENT OF WORK Provide all labor, materials, tools, equipment and supervision required to perform the below scope. SCOPE OF WORK 1 st task - Clean DFS PAS Quench System •§ Contractor is to perform water blast cleaning of 6"-BR-536-L-P DFS Quench Drain from the Quench Tower to the Scrubber tower to include all valves and fittings. Pipe is no more than 50 total feet in length and contains 4 ea. 90º Long Radius Ells. Pipe contains 6"-V-864 that will remain in place, open. Pipe is not pocketed and is all in a single plane described by the plant south direction and the down direction. •§ Contractor is to perform water blast cleaning of LIT -009 Level Probes on the DFS Quench Tower. Probes consist of two 1/2" SS Tubes inserted in the vessel, approximately 3' long with a 45ºbend at the end of each pipe. •§ Contractor will provide a 10,000 PSI, 15GPM water blaster. •§ Contractor Crew must be confined space certified. •§ There shall be no deviation from the original scope of work except as allowed through ANCDF Subcontracts as required depending on the changes being recommended. •§ Contractor(s) shall participate in the pre-job briefings to ensure that good communications are established with ANCDF Subcontracts and Maintenance departments before any work begins. Extreme caution shall be taken to ensure that unplanned outages will not occur. •§ SCOPE OF WORK BY OTHERS - Vessels will be opened by Westinghouse to access piping. Water and debris from all cleaning will go to the respective PAS Scrubber sump and be addressed by Westinghouse Waste Management. •§ Reference Drawing AN-6-D-506-SC ( See Section J for drawing) •§ POST MAINTENANCE TESTING (PMT) - Contractor will verify with Process Coordinator that the piping is clean. 2 nd task - Clean LIC PAS Quench System •· Contractor is to perform water blast cleaning of 4"-BR-546-L-P LIC Quench Drain from the Quench Tower to the Scrubber Tower to include all valves and fittings. Pipe is no more than 50 total feet in length and contains 4 ea. 90 º Long Radius Ells and 2 ea. 45 º Long Radius Ells. Pipe contains 4"-V-464 that will remain in place, open. Pipe is not pocketed and is all in a single plane described by the plant south direction and the down direction. •· Contractor is to perform water blast cleaning of LIT -810 Level Probes on the LIC Quench Tower. Probes consist of two 1/2" SS Tubes inserted in the vessel, approximately 3' long with a 45 º bend at the end of each pipe. •· Contractor will provide a 10,000 PSI, 15GPM water blaster. •· Contractor Crew must be confined space certified. •§ There shall be no deviation from the original scope of work except as allowed through ANCDF Subcontracts as required depending on the changes being recommended. •§ Contractor(s) shall participate in the pre-job briefings to ensure that good communications are established with ANCDF Subcontracts and Maintenance departments before any work begins.
