Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) located at 3501 New York Avenue, N.E., Washington, D.C. requires services to grind and screen piles of green waste, woodchips, leaves and logs at the composting site on USNA grounds. The Arboretum's 446 acres include, research fields, gardens and collections. Activities at the Arboretum involving the Contractor and Contractor's employees must emphasize zero impact upon these valuable horticultural resources and events. The Contractor shall perform all work in accordance with all Federal and District of Columbia laws regulations, codes, licenses, and directives. The Contractor shall supply all labor, supervision, safety items, safety plan, travel, and transportation of equipment to grind, screen and move/turn piles. The Contractor shall be responsible for safety of workers, Arboretum employees and visiting public, and shall take proper measures to keep the public out of areas where services are being performed. The Contractor shall demonstrate caution to protect all public buildings, facilities and planted areas. The Contractor shall supply all labor, equipment, tools, fuel, supplies, materials, transportation and supervision required to provide specified services at the USNA. Labor shall be under the supervision of a qualified contractor employee. Work shall be performed shall be Monday - Friday between 7:00 a.m. - 4:30 p.m EST. The Contractor shall obtain prior approval from the Contracting Officer (CO) or, Contracting Officers Representative (COR) for any work performed during other than normal working hours. 1. All work will be completed within 60 days of notification, contractor shall receive notice by both email and telephone. Any changes to the schedule must be pre-approved by the COR. NOTE: THE CONTRACTOR SHALL NOTIFY THE CO or COR 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. 2. Per FAR clause 52.237-2 Protection of Government Buildings, Equipment, and Vegetation (APR 1984): "The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the government as the Contracting Officer (CO) directs. The Contractor shall take special care not to injure trees, shrubs, roads, sidewalks, labels, signs or turf. Damage to Government property, as a result of performing this contract shall be repaired at the contractor's expense. 3. Prior to commencing work, the Contractor shall obtain authorization, vehicle permits, and identification badges. Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued. SERVICE SPECIFICATIONS The Contractor shall: 1. Provide services to re-grind piles of coarsely ground wood or woodchips with a 4 inch screen using a horizontal conveyor grinder to produce a uniform mulch product. The green waste, leaves and log piles shall be ground using a 6 screen and placed in a separate windrows or piles as space allows. 2. Provide loader to move and turn existing piles, and/or to accommodate grinding/screening operations. The grindings, screening and existing piles will be placed in windrow rows as space allows 3. Provide services to screen topsoil and compost with a 2 inch screen 4. Provide one 30 yard dumpster and loader to haul away unwanted materials during scheduled screening or grinding at USNA composting site (when? All the time?). 5. Perform all activities under this contract with properly maintained equipment and standards that meets or exceed Occupational Safety and Health Administration (OSHA) safety standards. 6. Equipment may remain on site while performing this contract. Any equipment left on site is the sole responsibility of the Contractor; the U.S. National Arboretum offers no guarantee of security for any equipment. PRICE SCHEDULE Contractor shall provide a daily rate to include all labor, equipment, tools, fuel, supplies, materials, transportation and supervision required to provide specified services at the USNA. Daily rate is based on a minimum 7 hours operating time onsite.
