Description
In accordance with FAR Part 13, Simplified Procedures, and FAR Part 12, Commercial Items, the U. S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory 2565 Plymouth Road, Ann Arbor, Michigan 48105, requires a commercially available a High Load, High Resolution, Mass Comparator Balance. Many car manufacturers are now producing flexible fuel vehicles. To facilitate the testing and ultimate certification of these vehicles, there is a need to blend specialty fuels or biofuels. These fuels are blended in stainless steel fuel pods and the process includes adding small (trace) amounts of spiking component to a large amount of base fuel. This has left us with a need to be able to accurately measure the trace amounts for mass percent. We are currently using a vehicle scale which has a readability of a pound. We need an accurate balance that has a readability and accuracy of one gram. This balance shall be a commercial item, from an offeror that has manufactured the same item previously. It shall not be a prototype or one-of-a-kind unit. The installation procedure shall meet ISO 17025 requirements. The calibration shall be NIST traceable, be calibrated as part of the installation, and a Calibration Certificate issued that meets ISO 17025 requirements. The balance shall have a capacity of at least 2500 kG. The mass at which this balance is expected to be used is very close to 2500 kG. The balance shall have readability of 1G or better. The balance shall have repeatability of 7G or less near the maximum capacity. The balance shall have linearity of 100G or less. The balance shall have a weighing range that extends up to the maximum capacity of the balance. The balance shall have a tarring range that extends up to the maximum capacity of the balance. The balance shall have a settling time of 5 seconds or less. The balance platform shall have dimensions of at least 110 cm. by 125 cm. since the objects to be weighed are 107 cm. by 122 cm. at their base. It shall not exceed 130 cm. by 160 cm. due to footprint limitations and our ability to manage larger objects. This procurement will be conducted under Full and Open Competition utilizing NAICS code 333999 with a size standard of 500 Employees. Award will be made using "Best Value" evaluation criteria. Any responsible source believing itself capable of providing the required Mass Comparator Balance may submit a proposal which shall be considered by the Agency. The solicitation will be posted at the FedBizOpps website approximately 15 days after electronic posting of this synopsis.
