- PRESOLICITATION NOTICE. The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with experience in design of lead based paint removal. The selected firm shall provide all technical services to include architectural design as necessary for design and development of project drawings and specifications and construction period services for Project 436-12-107, REMOVE LEAD BASE PAINT, BLDGS 5&35. The project scope is to remove lead base both interior and exterior in bldgs 5&35 so that buildings may be occupied. Historic preservation items will need to be taken care of. Buildings will be repainted both interior and exterior. The estimated construction range is $500,000 - $900,000. Site location is 1892 Williams Street, Ft. Harrison, Montana. Offerors shall submit Standard Form 330 in accordance with FBO numbered note 24. Selection criteria is as follows in descending order of importance; (1) Qualifications of A/E firm staff and proposed consultants. (2) Previous experience of A/E and consultants in the design of similar projects and VA Facility work. (3) Geographical location of firm within a 250 mile radius Of VA Medical Center, Ft Harrison, MT. (4) Proposed management plan of design team. (5) Proposed design approach for proposed project. (6) Estimating effectiveness. (7) Project control for schedule and cost. (8) Misc experience (Energy, Value Engineering, etc), All interested firms are to submit three (3) recent completed Standard form 330, Architect-Engineer Qualifications All interested firms are required to submit three (3) copies of recently completed Standard Form (SF) 330, Architect-Engineer Qualifications binders to the Contracting Officer (CO) shown below no later than 3:00 p.m. (MDT), Monday, August 23, 2010. Only SF 330's received at the address shown below will be considered for award. Solicitation VA-259-10-RP-0227 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
