- Instructions to all offerors submitting full proposals--posted to www.fbo.gov on 22 July 2010. No information will be provided in regard to the number of full proposals requested by DHS. No information other than what was published in BAA 10-10 will be provided regarding the anticipated number of awards to be made under BAA 10-10. Please refer to 49 CFR parts 15 and 1520 for information regarding handling of Sensitive Security Information (SSI). Additional questions on the 2nd page of the encouragement letter were directed to the recipient of the letter. Requests of any image data to the Government will preclude a contractor from submitting an AIT system for approval to the QPL for five years. Participation in this effort requires that developers are not competitive with hardware vendors. Therefore, if a contractor does request to receive image data, it does so with the understanding that it cannot submit a system for approval to the QPL under this guideline. As per the letters of encouragement issued, individual contractors must explain how processing its own images will translate to processing image data from systems that are on the TSA QPL (please refer to the questions and answers posted to FBO on April 12, 2010 for these systems) in the absence of an agreement with vendors (as ‘vendors' defined in the RFP). Contractors will not be restricted from submitting a system for acceptance onto the QPL under this circumstance because they will not have access to information that would give them an unfair advantage with respect to the qualification process. TSL will perform validation on contractor image data to assure that image data and algorithms developed by a contractor will be compatible with project objectives. No other assistance will be offered. Additional information regarding BAA10-10 will not be provided until after contract award has been made.
