Description
NASA/GRC has a requirement for weaving two types of cloth using 1500 denier N610(Nextel) oxide fiber. The Vendor will provide the fiber and fabricate the required 12.5width (delivered in 3 ft. long sections) of fabric. They will deliver high quality woven'Layer to Layer' cloth. NASA/GRC intends to purchase the items from Textile Engineering & Manufacturing (TEAM)because they have state-of-the-art weaving equipment and experience making 2.5/3Dpreforms out of Nextel fibers.They can design different 2.5/3D weaves, and they havethe ability to scale-up to provide significantly wider cloth that could be used to makelarge oxide/oxide CMC (ceramic matrix composite) components. The Vendor has also devisedthese layer to layer weaves so that they will yield the required high fiber loading(overall, 35-45% fiber loading), with significant through-thickness fiber reinforcementto help increase interlaminar properties and impact resistance, which will yield thedesired thickness CMCs. Textile Engineering & Manufacturing (TEAM) has demonstratedthese weave constructions using the Nextel 610 fiber and have proven they can achievehigh fiber loading while minimizing damage to the fibers. This is critical to us as iteliminates the large risk associated with anyone else attempting to fabricate a 2.5/3Dperform for the first time. We can only use weaves/performs with loading over 35 volume% and with minimal strength-degradation. It would not be cost effective to thegovernment both in time and money to begin this process over again.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Prodedures put forth in FAR Part 13. The sole source is under the authorityof FAR reference 13.106-1 (b) 1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 28, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. All contractual or technical questions must be submitted in writing (e-mail or fax) toGarnette Dutton not later than 4:30 p.m. local time on July 26, 2010.
