Description
***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Leica Microsystems of Bannockburn, IL, for the purchase of an SP5II White Light Spectral Confocal Imaging System. ***Sole Source determination is based on the following: Leica Microsystems is the only vendor that offers a microscope that meets our technical requirements listed above. Specifically, no other vendor can meet the NIST requirements for: (1)Long term stability of the stable excitation color selection (from 470 nm to 670 nm) and high throughput precision wavelength window control, the system needs to activate up to 8 excitation wavelengths simultaneously, to tune these 8 wavelengths in 1 nm increments and to suppress the transmission of the laser line within 2 or 3 nanometers; (2) High sensitivity imaging of up to eight different types of molecules, a tunable device needs to deflect up to 8 laser lines simultaneously into the excitation beam path, and allows 95% of all emitted wavelengths to pass to the spectral detectors; (3)For fast dynamic molecular imaging, the scanning system must be a true Point Scanning system with scanning speed of up to 2,800 Hz (or up to 250 frames per second) and with an option to add a capability to increase the scanning speed up to 16,000 Hz (1400 frames per second). As a result, Leica Microsystems is uniquely qualified to provide the required Confocal Imaging station. Leica is the only vendor that manufactures and distributes a system that meets NIST technical requirements. This technology is proprietary to Leica. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 6 months after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 04-, 2010.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
