Description
The Postal Service plans to issue a Fixed Price Contract to replace/upgrade the existing power distribution system and HVAC system that serves the approximately 111,784 sq. ft. Processing and Distribution Center located at 1550 Tilco Drive in Frederick, MD 21704-9996. All work will be done in accordance with USPS approved specifications and drawings. The work includes installation of a new motor generator/conditioner system and affiliated electrical upgrades, including new transformer and/or other structural modifications necessary to accommodate motor generator equipment, including concrete slab replacement/reinforcement and selective demolition of adjacent interior structures. Project will require replacement of existing RTU’s with new, more energy efficient, units that meet USPS design and energy standards with the addition of one new RTU to handle the increased heat load due to additional mail sorting equipment. Project will reuse existing ductwork where available and add side diffusers to permit cool air to be delivered to the entire space in place of the current vertical diffusers which are not aligned with the equipment aisles. Project should recognize site/facility space limitations and the impact of replacement components so as to minimize construction costs and avoid disruption of facility operations. The presence of asbestos and lead-based paint has been confirmed in the area of work and contractor will be required to obtain the services of a Certified Licensed abatement/ remediation contractor to identify and remove asbestos and/or lead-based paint in areas affected by work. Information on the asbestos/lead-based paint abatement contractor is to be submitted to the USPS for approval prior to commencement of work. The estimated cost of the project is between $2,000,000 and $2,500,000 with construction completion within 270 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. Project requires Davis Bacon wage rates. Solicitation will be for 30 calendar days and prices shall be good for 60 calendar days after solicitation is closed. To be considered, the company must be financially capable, have a minimum of five years total experience in major electrical generation/distribution upgrades and HVAC upgrades/replacement projects, and have completed two comparable projects within the past five years, one of which may be ongoing. Comparable projects are defined as HVAC upgrades/replacements at a cost of $1,000,000 or greater and electrical generation/distribution projects at a cost of $2,000,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: experience/performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service.
