- The U.S. Department of Transportation, Maritime Administration (MARAD) through RFP DTMA1R10031 is seeking professional architect-engineering (A/E) two phase services: The first phase is for ARCHITECTURAL and PROFESSIONAL SERVICES to prepare with Government provided minimum requirements a design/build solicitation for the construction of a multiple berth layberth facility in Beaumont, Texas to include piers, an access road, parking area, dredging, and utility services within a fixed budget. The second phase is for ARCHITECTURAL and PROFESSIONAL SERVICES to evaluate and rank/rate and recommend design/build submissions in response to the prepared solicitation. A final third phase, to be solicited independently is for ARCHITECTURAL, PROFESSIONAL and ENGINEERING SERVICES to provide construction management services during the facility construction for the Government. Responsibilities of the selected firm will also include review of drawings, specifications, design analyses and cost estimates used for bidding and construction. Other types of A-E Services such as site investigation, surveying, drafting and CADD services, inspection, planning, studies, and reports may be required as related to project oversight and briefing of project status. A Time and Material type contract is contemplated. The estimated price is between $250,000 and $500,000. The NAICS Code is 541310. The procurement is unrestricted. The estimated start date is September 30, 2010 with a nine month period of performance. When responding to this announcement, firms should fully address their capability and qualifications with regard to each of the evaluation criteria specified below. Firms should submit their complete qualifications as they may be evaluated solely on their written responses to this announcement. Firms interested in submitting their qualifications for this procurement must a Standard Form (SF) 330, Architect-Engineering Qualifications Form with supplemental forms as necessary. (These forms may be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF). Proposal(s) shall include a single page transmittal letter with the SF330. Key Personnel defined in the Instructions for completion of the attached SF330 shall be listed on the Organizational Chart; and shall be only those that are proposed to play a major role in projects to be awarded under this contract. They will herein be referred to as BLF Team members.Qualifications submitted on a SF 330 will be reviewed and evaluated to qualify firms. Firms must fully address their capability and qualifications which will be measured against the five (5) evaluation factors listed below in where the first three criteria are the most significant and of approximately equal value, the final two are listed in descending order of importance with the final criterion minimally weighted: 1. Qualifications: Firms desiring consideration to provide ARCHITECTURAL, PROFESSIONAL and ENGINEERING SERVICES for phase one and two shall have a registered professional architect and registered civil engineer listed as BLF Team members on the Firm or Branch Office staff. Other staffing that may be required to prepare the design build solicitation and then review the submitted offers such as registered professional mechanical engineer, registered professional electrical engineer, registered professional civil engineer, registered professional structural engineer, registered professional environmental engineer, landscape architect, a Leadership in Engineering and Environmental Design (LEED) accredited professional consultant need not be a BLF Team Member but need to be listed as a Key Consultant. 2. Experience and qualifications of the proposed Team members shall be experienced in the design and construction of marine facilities and environmental analysis for commercial and industrial facilities including knowledge of Texas maritime facility construction practices, modern construction practices such as use of recycled materials, energy efficient design, and current Environmental requirements for marine facilities is highly critical. Submit up to three (3) projects for each Member in which the proposed Team Member had a significant role that directly relates to the preparation of facility construction contract documents 3. Past Performance: Submit the past performance data on each of the example projects that demonstrates the ability to prepare the required solicitation and the knowledge to review proposals for adequacy, cost efficiencies and technical competence to ensure the project is constructed on time and within budget. Submit no more than five recently completed projects preferably with the same major role members proposed for the BLF Team, and categorized as follows: 1) Type of Project 2) Project Areas: 3) Using Organization: Federal Government, State of Texas, Private Enterprise 4) Complexity: Demonstrate the Firm's ability to coordinate various engineering disciplines and the multi-faceted aspects of phasing of construction to accommodate work under occupied conditions; 4. Capacity: Firm's capacity to accomplish the work in the required time; 5. Geographical Location: Firm's accessibility to Washington DC and Beaumont, TX.
