- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR VECTRAN12500LB IN WEBBING MIL T 87130. Companies shall acknowledge all amendment(s) in theirquote. This notice serves as the official amendment to subject synopsis/RFQ and a writtenamendment will not be issued.The purpose of this amendment is to respond to questions submitted as follows:Q1: Is needle loom weaving acceptable for this product?A1: It is not acceptable for this product since it is a nontraditional manufacturingprocess for webbing and there is an increased potential for damage when Vectran is woventhis way. It may be possible to produce an acceptable product with this method, but weare not comfortable with the additional risk to schedule and product integrity when thereare other manufacturers that can produce this product in the traditional way.Q2: The Vectran webbing development should reflect the following verbiage to accuratelydescribe the product for your procurement: Offray SN 2916, Vectran HT 12,500 lb/inwebbing, Coated with light R Resin per MIL-W-27265E (Condition R) 451x25 yard rolls(continuous)=11,275 yards total.A2: The problem with this description is that MIL-T-87130 is specifically for Webbingsmade from Kevlar or other Aramid fibers, and not Vectran fiber. There is no MIL Spec forwebbings made from Vectran fibers, so we have to use existing specs and take exceptionsto describe the desired alternative, custom-made configuration.So for this procurement, the MIL-T-87130 spec should only be referenced to describe thewidth, weave type and required minimum breaking strength of the end product.The vendor wants to insert their part (style) number in the requirements. This is notrequired, as it is a custom-made product to the above specifications.The following would also be an acceptable description:'Webbing, 1' wide, woven from Vectran HT fibers/yarns, 12,500 lb/in minimum breakingstrength. Per MIL-T-87130, Type VI, Class 11 for width, minimum breaking strength andweave pattern only. Coated with class-R resin per MIL-W-27265E (Condition R) 451x25 yardrolls (continuous)=11,275 yards total.'Q3: What is the National Stock Number (NSN) for the product?A3: This is a custom product that JSC has not ordered before. As a result NASA does notknow if there is a NSN. The due date for receipt of offers is extended to July 26, 2010.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on July 14, 2010.
