- Technical Eval Statement Of Work THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), National Center for Injury & Prevention Control contemplates awarding a firm fixed price purchase order to a national organization that represents medical examiners and/or coroners to develop strategies for improving data collection from Medical Examiners/Coroners. This acquisition is competed in accordance with FAR Part 13 and the proposed NAICS code for this requirement is 541512. Background and need: The CMS is a group of related SQL tables designed to create and manage measures, drive the query screen, and generate displays for the public portal. This project will focus on enhancing the CMS and make it an easy to use, robust tool for managing the business rules and system requirements for data in the Tracking Network. Creating and managing measures within the CMS facilitates communication of requirements between Science Development Team, the Informatics Team, and the contractors. It provides a centralized location for requirements and supporting information about measures that can be easily modified and updated. Currently the CMS contains only a small number of the tables and relationships needed to capture all the information involved in creating and managing measures (only one aspect of the complete CMS). The CMS also lacks a user interface that would allow for information to be easily added and modified. Completion of the necessary tables and relationships along with the creation of a WEB-based interface would allow for more efficient and effective management of the documentation required for creating and managing measures thus reducing the possibility of improper or incorrect display of data on the public portal. It is expected that work will take no more than six months to complete. The CMS will allow the user to manage business rules and requirements for the Tracking Network. Content will be stored in SQL tables. The contractor will have lead responsibly in developing an easy to use interface tool for the CMS. The CMS tool will add and update content stored in SQL tables. Scope of Work: C.1 Background and Need: The Contractor shall have lead responsibilities in developing the next generation of the Content Management System (CMS) for the Environmental Public Health Tracking (Tracking) Network. The Tracking Network leverages information technology to communicate complex environmental health information to several different audiences. The CMS is valuable tool that will assist the Science Development Team, the Informatics Team, and the Communications Team of the Tracking Program and allow it to systematically develop and manage complex rules and requirements for the display of data throughout the Network. The development of the Tracking Network is a standards-based, coordinated, and integrated environmental public health tracking (surveillance) system at the local, state and national level that allows linkage and reporting of health effects data with human exposure data and environmental hazard data. The Tracking Network was officially launch in July 2009 and maintains as a robust and dynamic system. C.3 Scope of Work: The scope of this acquisition is the development and implementation of the CMS including its web-based interface. CDC has developed the requirements for this system based on CDC's information technology environment, the needs of the data stewards, and the needs of program's subject matter experts. C.4 Technical Requirements: • The contractor will develop the CMS web-based application using the JAVA programming language. • The contractor will develop and deploy the CMS web-based application in a Microsoft Windows Computing Environment. • The Contractor will utilize existing relational data and tables in their native Microsoft SQL environment. • The contractor will document all developed source code including, but not limited to, objects, classes, variables, and procedures. • Contractor will ensure the CMS web-based application is error free and is subjected to User Acceptance Testing • Contractor will prepare the CMS web-based application for a security-based application scan and ensure that risks identified as "High" or "Medium" are mitigated. C.5 Reporting Schedule: The Contractor shall be required to submit to the Project Officer and Contracting Officer monthly reports of performance under this Work Authorization. The purpose of these reports is to keep appropriate Government managers apprised of the current status of the project. These reports shall document the progress of the project. The Contractor shall provide all reports in hard copy, as well as electronically. All materials submitted electronically will be produced in PC-compatible software that meets CDC standards and is readily available at CDC (i.e., MS Word). Monthly reports will be due on the last day of each month, beginning one month after the initial meeting in Atlanta. These reports will include as appropriate: 1. Accomplishments during the reporting month 2. Problem areas and recommendations for solving problems identified in the reporting period 3. Activities planned for the upcoming month 4. Special items of interest 5. Graphic and tabular presentation of direct labor hours by name, labor category/position, labor rate, and cumulative expended funds, projection of funds to be spent next month 6. Personnel activities (by name) and changes 7. Other information or data deemed appropriate by the Project Officer C.6 Special Considerations : None C.7 Government Furnished Property: This contract will not utilize any government furnished property. Interested parties must respond to the RFQ in order to be considered for award. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the RFQ or any of its amendments. It is the offeror's responsibility to monitor FedBizOps for release of its acquisition and any amendments. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
