Description
The Small Business Administration's (SBA) Office of the Chief Information Officer (OCIO) plans to award a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) Contact for IT Operations and Maintenance Support Services to support SBA Headquarters 409 3rd St NW Washington DC. A solicitation will be available electronically on the Federal Business Opportunity (FedBizzOpps) Website at www.fbo.gov on or about 28 JULY 2010. It is the potential offeror's responsibility to monitor this avenue for release of any future amendments. This requirement is solicited in accordance with FAR Subpart 19.8 for competitive 8(a) Business; and, using the policies contained in FAR Part 12, Acquisition of Commercial Items and FAR Part 15, contracting by Negotiations. A multiple award IDIQ type contract will be awarded for a Base Period, starting 1 October 2010 through 30 September 2011; and, Four Option Years of 12 months each, if exercised by the Government, a total of a five year contract if all options are exercised. The contractor will facilitate the preparation, review and evaluation of OMB exhibits 300 for key IT investments identified by the OCIO. The following is a summary list of anticipated tasks: • IT Program Management Office (IT PMO) Support Services • IT Investment Management (ITIM) Support Services • Capital Planning and Investment Control (CPIC) Support Services • IT Portfolio Management including support for Exhibit 53 and Exhibit 300 submissions and Federal IT Dashboard updates • Enterprise IT Strategy and Segment Architecture Development • Enterprise Architecture Development, Maintenance and Support Services • Development and Implementation of the SBA IT PMO Framework and Capabilities • Business Process, Functional Requirements Reengineering • Enterprise Performance Management Services including Metrics Development, Dashboard design and Implementation Support Services • Documentation, Training and Change Management Support Services • Strategic Planning and Technical Roadmaps • New technology standardization • Information Technology Governance • Developing IT Governance and IT policy, directives, manuals, SOPs and guidelines • Functional and end-user requirements specifications and test planning • Systems and network engineering and design services, including CyberSecurity services • Systems and network development, testing and implementation services • Data conversion, consolidation, migration and systems deployment services • Functional and end-user acceptance testing • Documentation, Training and Change Management Support Services • Provide Acquisition Strategy Support, advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, and cost and milestone schedule. The contractor shall research existing Government- wide contracts for available products and services and evaluate different approaches to and sources for acquisition support. The contractor shall research available suppliers and compare the services and costs of obtaining support from the different providers. The contractor shall provide acquisition support and research according to the requested schedule, ensuring materials and services are obtained in a timely manner without impact to project schedules. • Conduct Market Research and Market Surveys to identify potential sources and contract vehicles for SBA programs. The Contractor shall submit written documentation of market research results and assist in documenting small business capability analysis within the assigned timeframe. • Update budget controls tracks and Executive Controls Summary at each budget submission (300, and 53). Products must be prepared in accordance with standard format provided by the program management. • Provide Program/Project Management support services to assist in the development, review and delivery of management data below 1. Program Schedule 2. Project Schedules 3. Progressive/Special Reports and Supporting Documentation 4. Plans of Action and Milestones (POA&Ms) • Participate in the evaluation and implementation of metrics tools to access quality control adherence; • Establish program-specific Quality Assurance (QA) plan and processes • Perform updates to quality control procedure documentation • Ensure that contractors are following engineering best practices and program-specific standards. • Provide QA Services to all SBA IT programs and projects, including providing standards and Peer Review guidelines, providing documentation format and applicable SBA standards, coordinating Formal Inspections (FIs), and ensuring that products are approved in accordance with the SBA IT Documentation Standards and are provided to SBA ECCB for base-lining. • Periodically verify, upon request of higher management that the SBA IT Programs are using SBA IT or program-specific QA and CM processes to ensure that the products and processes of each program are consistent with applicable standards and to ensure baseline integrity and control. • Ensure that SBA integration management processes are compliant with engineering best practices of the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) model. The North American Industry Classification Standard (NAICS) Code is 541519 (Other Computer Related Services) with an applicable size standard of $25.0 million.
