- THIS IS A SMALL BUSINESS SET-ASIDE The Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Diseases Registry (ATSDR) intends to award a firm fixed price purchase order to an offeror to conduct peer review for studies and research. This acquisition is competed in accordance with FAR Part 13 and the proposed NAICS code for this requirement is 541620. Background and need: This work includes identification of reviewers with appropriate expertise, assurance and documentation of the lack of conflict of interest in the review process, development of a plan for managing the review process within the time frame and within the context of the government needs, and provision of reports in hardcopy or electronic format as appropriate in a manner most expeditious for utilizing the information in document development or review. Scope of Work: The Contractor shall provide peer review for 2 toxicological profiles: Set 24 : Toxaphene (update) and (1,2,3- ), (1,2,4-)., and (1,3,5-) Trichlorobenzene (new) The Contractor is to conduct planning and management activities for all processes related to the peer review activity. Generally, the Contractor shall conduct peer review of these toxicological profiles and any unpublished studies and provide peer reviewer comments to ATSDR. Technical Requirements: The Contractor will perform all work in accordance with the instructions included in the documents entitled (1) Outline for the Preparation of a Toxicological Profile", (2) Guidance for the Preparation of a Toxicological Profile, (3) "Division of Toxicology and Environmental Medicine Peer Review Procedures, and (4) 2007 Guidance for Developing Chemical Protocols (New or Updated) for Medical Management Guidelines for Acute Chemical Exposures. 1. The Contractor shall identify scientific experts that have chemical-specific expertise, i.e., specialists in the toxicology of the specific chemicals, to review the draft documents. The Contractor shall contact each candidate to determine the individual's interest and availability to perform the task. The Contractor shall provide a list of interested, available, qualified candidates to ATSDR along with their Curriculum vitae and other documentation of expertise. 2. The Contractor shall administer a conflict-of-interest questionnaire to the peer review candidates selected by ATSDR from the list provided by the Contractor to conduct the peer review. The Contractor shall collect the information, evaluate the potential for conflicts of interest in accordance with Section iii.3.b of the OMB Bulleting, and advise ATSDR of the outcome of the determination of possible conflict of interest. The determination of conflict of interest shall be made prior to the delivery of materials to the candidate. In the event that a conflict of interest is identified, that candidate will be removed from this list of qualified candidatged. The contractor will offer the assignment to another candidate agreed to by ATSDR and will ensure that the new candidate does not have a conflict-of-interest. 3. The Contractor shall contract with the specified number of peer reviewers, which will range from three to seven. The Contractor shall negotiate agreements with the reviewers selected, coordinate the distribution of materials to the reviewers, ensure that the reviewers fully understand the charge, and address specific questions or issues posed by the reviewers. The Contractor will contact ATSDR as necessary to clarify specific issues or concerns raised. The contract shall include a section addressing the attribution of comments to the individual peer reviewer, and the posting of the reviewers' comments and biographies on an OMB website. 4. The Contractor shall be responsible for delivering the materials to the reviewers in a timely manner such that the reviewers will have the maximum length of time available to complete the review, as determined by the schedule provided to the Contactor by the COTR. The Contractor shall ensure that the reviewers are aware of the timeline for the review process and shall collect and forward the reviewers' comments to ATSDR and the toxicological profile contractor by the deadline specified in the timeline (schedule). 5. The Contractor shall collect the reviewers' comment and prepare a summary report of the comments. The period of performance shall be 12 months. Request for Quote (RFQ) number 2010-Q-12507 will be issued on or about August 6, 2010, through the Federal Business Opportunities website at http://fedbizops.gov. Interested parties must respond to the RFQ in order to be considered for award. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the RFQ or any of its amendments. It is the offeror's responsibility to monitor FedBizOps for release of its acquisition and any amendments.
