- Questions Submitted 7/14/10-7/19/2010: Question 1: What was the value of the previous contract? Answer 1: The previous contract was separated into 2 contracts. An offical FOIA Request is required for the information. Question 2: For the Sediment Removal estimate of 816, 666 gallons, what is the percent solid on this material? Answer 2: The sediment from the water plant does not need percent solids tested. The liquid sludge from the wastewater plant is acceptable up to and including 15% solids. Question 3: Is there a bid form for this synopsis/solicitation or are we to draw up a proposal? Answer 3: No, this is a combined synopsis/solicitation as such proposal should respond to the PWS and the information in the combined synopsis/solicitation. Question 4: What time of year in the past has this contract taken place and is Item 1 and 2 done at the same time? Answer 4: The water treatment plant is usually performed in the spring and/or fall months. The wastewater sludge can be performed anytime of the year, however the COR would never schedule both operations at the same time. The operations may be performed back-to-back. Question 5: What is the time frame you would like to have the hauling done for Item 1 and 2? Answer 5: At the water plant the entire operation may take up to two weeks to perform. At the wastewater plant, due to travel time, the sludge removal may take 2 to 4 weeks to perform. Question 6: What is the current site for disposal/incineration of the sludge/sediment? Answer 6: The water sediment is spread onto a farmer's field in Harford County. The wastewater sludge is transported to Delaware County Regional Water Control Authority, PO Box 999, Chester, PA 19016.
