Description
The Office of the Comptroller of the Currency (OCC) intends to enter into a sole source contract with SAS of Cary, North Carolina, to conduct a Proof of Concept (POC) to demonstrate how the OCC’s current SAS environment can be optimized to improve performance of the SAS applications used by the OCC’s Economics Department. The POC and its results will be part of a larger market research effort that the OCC is conducting to explore possible solutions to the existing performance and storage constraints associated with the Economics Department’s data analytics activities. SAS software is a major component of the OCC Economics Department’s infrastructure for data analytics. The OCC has been a customer of SAS for over 15 years, and SAS products are heavily used for research and data analytics by the Economics Department. The OCC ‘s Economics Department has been conducting increasingly complex and processing-intensive analytics on increasingly large data sets; and as a result, performance of some of its SAS tools has degraded, and data storage requirements have grown significantly. The OCC is interested in understanding what types of changes to its existing SAS environment, including the technical architecture supporting SAS, might be necessary to improve the performance of the Economics Department SAS-based research and analysis. For the reasons identified above, the OCC has made a preliminary determination that SAS is the only responsible source to conduct this POC on behalf of the Economics Department in a cost-effective and results-effective manner. The period of performance associated with the proof of concept is anticipated to be approximately three months (current projected schedule: September 13, 2010 through December 13, 2010). This notice of intent to issue a sole source contract to SAS is not a request for competitive quotes, and no solicitation documents are available. Any information received by the OCC in response to this notice will be considered solely for reviewing the merits of its preliminary determination that SAS is the only responsible source for the POC. Final determination regarding the issuance of the sole source contract as described herein is solely at the discretion of the OCC. Any written response to this notice from potential offerors who believe they are equipped to conduct the described POC better than SAS should include full costing information as well as a detailed narrative containing sufficient technical documentation to establish a bona fide capacity to meet the requirement.
