Description
NASA/GSFC has a requirement for:Senior Scientist Support for approximately 5 months that will lead the development of theGravity and Extreme Magnetism SMEX (GEMS) polarimeter and front end electronics. Leadperformance testing and optimization for engineering and flight units.Participate inthe definition of Interface Control Document (ICD) between the polarimeters andmechanical, electrical, and thermal systems. Provide design or design requirements for ceramic ASIC board holder and flex controlcable.Participate in the design reviews and verification of the Read Out BoardAssembly. Support the development of detector requirements for the GEMS Systems Requirements Review(SRR) and for the GEMS Instrument Preliminary Design Review (I-PDR). Develop backgroundrejection algorithms, perform background rejection measurements and compare results tomodel predictions; evaluate performance of algorithms and models and prepare estimates ofthe on-orbit background rejection. Experimentally evaluate uniformity of polarimeter response, measure response tounpolarized input radiation at several energies, measure response to polarized input atseveral energies. Will support other project activities (schedule, cost, staffing) by providing inputs asrequested. NASA/GSFC intends to purchase the items from Rock Creek Scientific, pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. Rock Creek has been involved with GEMS since its inception and isan integral team member. Rock Creek's continued support is essential to the ongoingsuccess of GEMS. Rock Creek developed numerous algorithms for processing of instrumentdata. These algorithms are extremely complex and require unique expertise in thepolarization of x-rays. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeby the response date listed above. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
