Description
The Michael E. DeBakey VA Medical Center Houston, TX has a requirement for Project# 580-08-111, "Design Build Services for Boiler No. 3 Replacement". This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 25% of the work on the project utilizing their own workforce. This does not include paperwork, submittals, etc. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the Solicitation has been published. A Firm-Fixed Price Construction contract award is anticipated. The project shall entail providing Design-Build Services to remove existing water tube boiler# 3. Provide new energy efficient Hurst 1000 HP @ 125 psi packaged steam fire tube boiler with trim (accessories), dual fuel low NOx (natural gas, No. 2 and B20 fuel oil) Weishaupt burner, fuel valves, fuel train piping, breeching, flue gas economizer, heat recovery, deaeration tank, fuel meters, other accessories, asbestos (ACM) insulation removal, plant steam valves and steam piping replacement complete and ready for use. The project also includes facility wide steam trap repair and/or replacement, new steam trap monitoring system, boiler feed pump replacement, and new steam header bypass piping. All new boiler equipment and accessories shall match existing manufacture as boilers #1 and #2. All work and materials shall meet VA Specifications and standards. RELATED WORK BUT NOT LIMITED TO: a.Engineering (to include drawings and specifications) b.Permitting (state and local) c.Demolition d.Painting e.Common work items for steam generation. f.Valves for boiler trim, non return stop check valves, blowoff valves, piping for fuel, feedwater valve trains, and steam. g.Controls, pressure gages, thermometers h.Miscellaneous piping installation, repair, and replacement i.Miscellaneous steam valve replacement j.Demonstrations and testing of the boiler and equipment k.Overhead rollup door installation (20 X 20 ) l.Emission testing m.Thermal insulation The project duration shall be 270 calendar days from receipt of a Notice to Proceed. Solicitation documents, including VA Specifications and other documents, will be available electronically on or about August 6, 2010, at this website. Hard copies will not be mailed. The solicitation will be issued as Request for Proposal (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $2,000,000 and $5,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238220 with a small business size standard of $14.0 million in average annual receipts. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award..
