- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 10-Q-LDQ003311. The resultant contract will be a firm-fixed price contract. Brand name or equal items will be accepted. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Manufactuerer: Air Products & Chemicals 1) Model ER1-R-5612 12" Evidence Container (Mfg PN: 143044) (Qty: 16 each) 2) Model ER1-R-5604 4" Evidence Container (Mfg PN: 143046)(Qty: 16 each) 3) Model ER1-R-5606 6" Evidence Container (Mfg PN: 143045)(Qty: 16 each) Minimum Technical Requirements: The following minimum salient specifications shall be met for all proposed products. Model ER1-R-5612 12"/Model ER1-R-5612 4"/Model ER1-R-5606 6" a. Type 304 Stainless Steel Construction b. Case dimensions are 20" length x 4" diameter/15"length x 6" diameter/24" length x 12" diameter. c. Precision flange lid to ensure secure fit of lid with Tri-clover Closure with Viton Gasket. Tri-clover closure to have hand-tightening thumbscrew with a 7/16' nut welded-on to facilitate hand-closure and then correct torque setting via torque wrench. d. Department of Transportation drop test (5ft). Pass drop test and maintain positive pressure of 20 psig for seven consecutive free-falls of 5 meters to a concrete floor e. Two Stainless steel side handles and one top handle and hardware f. No additional tools required for closure. g. Pressure tested to 20 psig and required to hold for 24 hours. h. Container shall withstand the changes in pressure that occur during ascent, cruising and descent of an aircraft cabin. i. The container shall have restraints or fastening points which enable it to be secured in an aircraft seat using seatbelts. j. The container shall have no external pressure ports or nozzles. k. The container shall be able to stand upright without supports. l. Interior welds must be ground smooth to eliminate the possibility of trapping solid particles. m. The container shall be electo-polished to prevent the possible adhesion of sold particles. n. The container lid must be securable. The lid must lock to the body with a padlock type device. This lock must prevent any opening or tampering with the container o. Compatible with sample transportation containers currently incorporated in HMOU's evidence transportation container inventory. Shipping Instructions: Shipping under this requirement shall be FOB destination. Items shall be delivered to Fredericksburg, VA. The shipment must be scheduled 72 hours in advance of delivery with POC or shipment will be returned to vendor at Vendor's expense for re-shipment. Submission Instructions: Responses shall be submitted via electronic submission to Christina Sims at Christina.Sims@IC.FBI.GOV. The due date for responses to this RFQ is on or before July 28, 2010 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ 10-Q-LDQ003311." All questions regarding this requirement must be submitted to Christina Sims via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES SHALL BE VALID FOR 60 DAYS. The Contract Officer for this solicitation is Lynda M. Theisen. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-44. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to Christina.Sims@IC.FBI.GOV. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov.
