- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capitol Acquisition Division (NCAD), specifically the Simplified Acquisition Branch intends to negotiate on a sole source basis with AXYS Technologies, Inc. using the procedures in FAR Parts 6 and 13. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and the National Ocean Service (NOS) has the objective to deploy GPS-tracked water level buoys as observation and measurement resources for more accurate and improved hydrographic surveys in the middle of estuaries. The Hydrolevel GPS Buoy, manufactured by AXYS Technologies, Inc, is the system currently being used to meet this objective. NOAA and NOS, specifically the Coast Survey Development Lab has a requirement for the replacement of the existing GPS receiver with a GPS receiver having a much lower power that consumes 1.5 watts or less to allow for the usage of rechargeable batteries. Tasks include the following: Replace the SF-2050 GPS Receiver with a vendor supplied GPS receiver that consumes less than 1.5 watts nominally; Modify the power supply to incorporate rechargeable batteries to allow for deployments of at least 35 days; Integrate all applicable firmware and software upgrades to the buoy system; Perform Factory Acceptance Tests (FAT) of buoy after modification; Provide updated or supplemental documentation to user's manual; Return to the government the SF-2050 GPS Receiver and antenna/hardware that were removed from the buoy; Post-system checks; Delivery of the modified buoy must be no later than 105 days after receipt of the order. The statutory authority for other than full and open competition is 41 USC 253(c) (1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 811219 with a small business size standard of $6.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-41. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
