Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Protocol Support Office (PSO) plans to procure the services of an expert in clinical research protocol development and implementation to comply with scientific, regulatory review and processes required to develop and carryout human subjects research. This acquisition will be conducted under the procedures for acquiring commercial buys as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.5. The North American Industry Classification System code is 541690 and the business size standard is $7.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price, indefinite delivery indefinite quantity (IDIQ) type contract. This is a 100 percent small business set aside. The Period of Performance shall be for twelve (12) months with four (4) option periods of twelve (12) months. The minimum number of hours shall be 480 with a maximum of 1728. The Protocol Support Office - Office of the Clinical Director supports and facilitates the CCR clinical research program through leadership and oversight of clinical research practice and provision of critical infrastructure support, such as biostatistics for trial design and analysis, protocol review and monitoring, training of clinical research personnel, data management, auditing and monitoring of intramural and multi-institutional trials, outreach to promote patient accrual, and informatics for data collection and storage. The CCR is undertaking a broad effort to re-engineer its processes related to the development, review and opening of clinical trials in order to decrease the time frame required to open a clinical trial at CCR from scientific review to opening for patient accrual, while maintaining or increasing quality and safety. The CCR identified the need for increased administrative and regulatory support to engage in the protocol development review and implementation process. Thus the CCR requires the need of a contractor to serve as the focal point for the provision of these additional services, regulatory expertise, and process improvement and evaluation.
