Description
Pre-Solicitation Notice The U.S. Army Corps of Engineers, Detroit District has a requirement for Security Guard Services at the St. Marys Fall Soo Locks Complex, Sault Ste. Marie, MI. This is a federal Government owned real estate along the St. Marys River. This mission is carried out using the principle of deterrence, detection, delay, assessment, and response. Deterrence is accomplished through Force Projection, which is provided by armed guards, physical barriers, physical inspection of luggage, I.D. checks, and limiting access to the site. All interested companies must be able to obtain a State of Michigan license to perform Security Guard services. In addition, each contractor employee performing security guard duties shall meet the reliability standards of the Individual Reliability Program defined in AR 190-56. The Army Corps reserves the right to request personal background quality checks of any security personnel. Each Contractor must agree to conduct additional screening (as requested) of their employees, as directed by the Army Corps of Engineers. Finally, all Contractors must establish core curriculum of at least 120 hours for initial training for all employees, in subjects related to First Aid and Access Control and Response Evaluation Criteria: This is a Best Value solicitation and award will be based on factors other than just price. The U.S. Army Corps of Engineers, Detroit District, intends to conduct this acquisition by use of a Competitive Source Selection Procedure, in accordance with the provisions set forth in this RFP. Award of a firm-fixed price service contract is anticipated. Award will be made to the offeror submitting a proposal determined to be most advantageous to the Government. The Government may not award any contract if the resulting contract would not represent a BEST VALUE to the Government using trade-off selection procedures as required by the Defense Federal Acquisition Regulation Supplement (DFARS), and guidance as prescribed by Army Source Selection Manual. The Technical evaluation criteria will consist of the following sub-factors (a d, all have equal importance): a. Training and Certification Plan, b. Equipment, c. Vehicle (proof of ownership and maintenance plan) and d. Supervision (ability to perform administrative functions, content of proposed Quality Control Plans and Resumes of proposed employees). Overall, the Technical factors will be weighted as more important than Past Performance and when combined Technical and Past Performance are approximately equal to Price. General Information: Location: Soo Locks complex, Sault Sainte Marie, Michigan This project is being set aside for Small Businesses. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 561612. The small business size standard for this requirement is $18.5 million in average annual receipts over the past three years. The estimated award date of the contract is 15 September 2010. The contract may be extended for (4) option years.
