Description: The Huntington District Corps of Engineers intends to procure a contract to fabricate, assemble, paint, test, and deliver two (2) tainter gate hydraulic operating cylinders and appurtenant items for Winfield Locks and Dam, Red House, WV. The cylinders shall be mill type and have a stroke of 31-feet 3.5 inches, a bore of 20.5 inches, and a rod diameter of 8.66 inches. The design pressure shall be 2500 psi and the test pressure will be 5000 psi. The cylinder rods shall be stainless steel with chrome plating. Government inspectors shall witness assembly and testing of the cylinders as specified. All work shall be in accordance with Government provided drawings and specifications. Contractors shop drawings shall require the Governments review and approval prior to work. The delivery time is 270 days from Notice of Award. The successful offeror shall demonstrate the capability to fabricate and test similar type cylinders of equal or larger size with at least three examples provided in the previous 5 years. Examples shall list the cylinder stroke, bore, and rod size and customer contact information. The award will be made as a whole to the offeror whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following technical factors (in descending order of importance): A. Experience; B. Past Performance; and C. Capacity. This solicitation will be available for download on or about 30 July 2010, online at www.fbo.gov. This contract will be 100% small business set-a-side. The NAICS for this procurement is 333995.
