- Description
- The Center for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR), Office of the Administrator, intends to award a sole source contract to the National Indian Health Board (NIHB), 926 Pennsylvania Ave SE, Washington, DC 20003 for the acquisition of services to include consultation with NCEH/ATSDR Office of Tribal Affairs (OTA) to facilitate meetings with American Indian/Alaska Native professionals, national tribal organizations, and federal agencies, conduct existing data research on environmental public health priorities in Indian country, provide support to the tribal representatives serving on Workgroups and Leadership Council for the NCEH/ATSDR National Conversation, and develop a report summarizing recommendations for short and long term strategies at the NCEH/ATSDR OTA. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 923120, Administration of Public Health Programs. The period of performance for this procurement is a 12 months. The National Indian Health Board (NIHB) is the only known national tribal organization that serves American Indian/Alaska Native tribes on topics specific to health care including public health and environmental public health. They are active in direct consultation with tribes, research on Indian health issues, policy formation and analysis, legislative and regulatory tracking, and project management. The NIHB offers many unique capabilities that includes advocacy on behalf of 564 federally-recognized tribes in the development of national Indian health policy, and engaging with the U.S. Congress, the Indian Health Services (IHS), regional tribal health boards, national tribal organizations, and private foundations on health topics relevant to Indian country. The National Indian Health Board is the only known national organization that serves American Indian/Alaska Native populations across the U.S., has a unique understanding of tribal health priorities, maintains a database of information related to tribal health, maintains communication with tribes/tribal organizations and federal agencies, has a comprehensive history of providing facilitation and training services, and will provide additional support to the NCEH/ATSDR OTA, which is currently a one person office. The NCEH/ATSDR OTA conducted research on potential vendors with expertise, knowledge, and experience in working with American Indian/Alaska Native populations on public health and environmental health topics, but did not identify anyone other than the National Indian Health Board (NIHB) capable of accomplishing these tasks. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the National Indian Health Board. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2010-Q-12534 referenced in the subject line NO LATER THAN July 30, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
