Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with North Carolina Agricultural and Technical State University in North Carolina to develop an improved version of similarity search algorithm using modified Locality Sensitive Hashing called Satellite Image Base Retrieval Application (SIBRA). The technique allows the searching and classification of the defensive Meteorological Satellite Program (DMSP) satellite images by means other than space and time as is now provided. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for an improved version of similarity search algorithm using modified Locality Sensitive Hashing called SIBRA. The Defensive Meteorological Satellite Program (DMSP) designs, builds, launches and maintains satellites monitoring the meteorological, oceanographic, and solar-terrestrial physics environments. Data is collected and is archived by memorandum of understanding (MOU) at NOAA's National Geophysical Data Center. Due to the dynamic nature, vastness and complexity of the data set, it has become essential to develop a scalable algorithm that has the capability of archiving this database. The Autonomous Control and Information Technology Center (ACIT), North Carolina A&T is an organization specializing in digital imagery and patter recognition. They are completely unique in that they have extended their work to include environmental data and satellite imagery classification. The Period of performance shall be August 2010 through May 2011. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
