- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 20181AQ051, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is issued as Full and Open Competition. The NAICS 221310: Water Supply and Irrigation Systems, Size Standard $7.0 Million IntroductionThe Bosque Del Apache NWR has a requirement for 2 Aqua Systems Inc. double hinged self cleaning overshot water control gates (Langemann) that are fully self contained, solar powered, and can be manually and automatically controlled (Brand Name or Equal). These gates are unique in their low head operation, low power consumption and self cleaning attributes. The Government intends to issue a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factors used to evaluate offers shall be: 1) Technical Capability of providing product required in this solicitation; 2) Past Performance in providing product of a similar scope; 3) Offers found to be Technically Capable and acceptable Past Performance; award will be made to the lowest price of the offers. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply, delivery and installation of the subject products. PLACE OF PERFORMANCE - Bosque Del Apache National Wildlife Refuge National Wildlife Refuge, Socorro County, New Mexico Parts RequiredThe job will require the following parts for each installation: 1.6 feet wide with 4.4 feet of movement double hinged gate, 5.25 feet high2.Frame constructed out of stainless steel3.Gate leaves and side plates constructed out of 3CR12 stainless steel4.Hinge pipes, gates pins and pipe constructed out of stainless steel5.Hinge pin made of nylon rod6.Sprocket boxes, struts, and enclosures must be epoxy coated steel 7.Gate to side plates must be sealed8.Idlers and roller chain must be waterproof9.Gate must run on a hp 12 VDC 10.helical worm speed reducer11.All electric supplies included (ammeter, limit switches, overload relay, reversing motors, switches, fuses, and terminal blocks).12.1X50 watt solar panels and 12Vdc regulator13.Deep Cycle batteries14.30 Amp DC panel meter15.Auto/Manuel, Raise and Lower switch and power source disconnect16.Emergency high level assist17.Limit switch18.Gate positioning transmitter19.DC-DC converter20.Installation assistance21.Training22.Technical support Scope of Work The contractor shall utilize the above parts to construct, and provide installation assistance for a: 1.2 - Aqua Systems Inc. double hinged self cleaning overshot water control gates (Langemann) that are fully self contained, solar powered, and can be manually and automatically controlled.
