Description
Statement Of Work The United States Army Special Operations Command is seeking to identify all responsible sources capable of providing Multi-Purpose Canines and Multi-Purpose Canine Handler Training in support of the Army Special Operations Forces. The qualified contractor will have the capability of supplying pre-trained Multi-Purpose canines and have documented past performance in providing successful Multi-Purpose handler training. This requirement is for an estimated 80- 100 students and 70-100 canines per year beginning 1 January 2011. The qualified contractor should be capable of providing a fully planned and resourced course, capable of training a Soldier, with no Canine experience, to handle a dog in all combat situations. The contractor will also provide pre-trained Multi-Purpose Canines capable of forensic Explosive Ordinance Detection (EOD) for area, route, vehicle and building clearance, Sensitive Site Exploitation (SSE), pursuit/tracking, patrol, and bite/hold capability to restrain fleeing subjects by using less lethal means. The Program of Instruction (POI) shall be approved by the US Army Special Operations Command (USASOC) Program Manager and shall consist of following. (1) Tracking in Urban and Rural Terrain; (2) Explosive Detection; (3) Obedience and Obstacle Course; (4) Bite/Muzzle Work; (5) Building Searches: (6) Area Search; (7) Health and Care of a Working Dog; (8) Mounted and Dismounted Infiltration; (9) Combat Mission Scenarios; and (10) Vehicle Searches. The contractor shall also provide all facilities required for the training; joint lodging for the handlers and dogs, all related equipment, to include veterinarian approved transportation kennels; equipment storage; and an approved storage facility for Government-owned weapons and ammunition. Canines shall pass USASOC approved assessment and selection criteria for breed, physical appearance, size, weight, and health standards. THIS NOTICE SERVES AS A SOURCES SOUGHT that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for proposal, or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. The Government does not intend to award a contract on the basis of this notice, or otherwise pay for any information submitted by respondents to this request. Interested parties are requested to submit a capabilities statement of no more than four pages that demonstrates the respondent's ability to meet the requirements as specified herein. The Department of Defense (DOD) Military Working Dog (MWD) Program inventory consists of dual-purpose (patrol/explosive or patrol/drug) dogs, and single-purpose (patrol, explosive or drug) dogs. As part of the mission, US Army Special Operations Command (USASOC) dog handlers use specially trained dogs in basic and combat situations for multiple purposes. Due to constraints within the DOD Canine Training Program, DOD sources are not available to train canines in multi-purpose functions. To meet this need, it has been necessary to create a Special Operations Forces Multi Purpose Canine (SOFMPC) and Handler Training Program. This program utilizes the latest methodologies in the Canine Training industry. Responding vendors should submit past performance relevant to Multi Purpose Canine Training. Past Performance in single-purpose training will not be considered relevant. Please provide name of firm, address, POC, phone/fax number, and email address. Responding vendors shall also identify their business size and any socio-economic categories, cage code, DUNS number, and evidence of current Central Contractor Registration (CCR) at www.ccr.com. All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. Responses shall be submitted electronically via email to Rowena Godaire at godairer@soc.mil. If an interested source is not able to contact the Contracting Office via email, information/correspondence/requests may be submitted to the point of contact cited above via facsimile at (910) 432-9345 or postmarked and mailed to HQ, US Army Special Operations Command (AOCO), Bldg E2929, One Desert Storm Drive, Ft Bragg, NC 28310, ATTN: Rowena Godaire. Due to the intermittent nature of electronic communication, it is the vendor's responsibility to ensure receipt. All questions must be provided in writing no later than 12:00 pm EST, 22 JULY 2010. All responses shall be submitted and received by 4:00 pm EST on 29 JULY 2010. Failure to respond to this notice does not preclude participation in any future associated request for quotations that may be issued.
