- This announcement constitutes only the pre-solicitation notice; bids are being requested and a written solicitation will be issued on or around 2 August 2010. Solicitation number FA4600-10-R-0006 is being issued as an Invitation for Bids (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-23. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. This solicitation is 100% competitive set aside to 8(a) certified business firms in SBA region 7, all others will be deemed non responsive. The North American Industry Classification System (NAICS) code is 236220, and the small business size standard is $33.5 Million. The Government intends to issue a SABER IDIQ construction contract with a period of performance (POP) of 5 years to provide the following service: Provide simplified acquisitions of base engineering requirements at Offutt AFB, Nebraska. Please reference solicitation # FA4600-10-R-0006 on all correspondence. Notice to Offerors, funds are reasonable assured for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. All bids must be received by 1stLt Jacob Kriegbaum at the 55 Contracting Squadron, 101 Washington Square, and Offutt AFB 68113-2107. Bids must be valid until 10 November 2010. All contractors shall be ORCA registered http://orca.bpn.gov. All contractors are reminded, in accordance with FARS 52.204-7, Central Contract Registration, If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in bids.
