Description
The Department of Veterans Affairs, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source, firm-fixed price contract consisting of one (1) base year and four (4) option years, to Vision Technologies, Inc., 530 McCormick Drive, Suite G, Glen Burnie, Maryland 21061-8200, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by Statute", for services in support of the Veterans Affairs Medical Center (VAMC) Martinsburg, West Virginia, Continuity of Operations Plan (COOP). COOP is an ongoing effort of the Department of Veterans Affairs (VA) Office of Information and Technology (OI&T) in meeting VA's requirements and Department of Homeland Security's guidance in respect to Continuity of Government. The procedures in the OI&T COOP require that reliable and secure telecommunications systems are put in place to ensure that deployed personnel are able to communicate with others outside their designated work areas using wireless telecommunications devices. The VAMC in Martinsburg, WV, is one of the relocation sites; however, current carriers' cellular and PCS signals are not able to penetrate walls in certain areas of the campus. This procurement calls for maintenance of an In-building Wireless Coverage System that extends cellular and PCS services into the Martinsburg VAMC Building 500 and broadcast signals to areas where current carriers' signals cannot penetrate. The North American Industrial Classification (NAICS) for this effort is 541519. The estimated date of award for this action is August 30, 2010. This notification shall close on Friday, July 30, 2010.
