Description
The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-IB-0134 for the following: The contractor shall provide all professional services required to design this project in accordance with the solicitations terms, conditions, statement of work and specifications. The contractor shall provide all labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical labor, equipment, and material to abate all lead and asbestos in the Maintenance Building then renovate the existing office/bathroom space and upgrade the electrical service at the Cypress Hills National Cemetery, Brooklyn, NY. The Design Build contractor shall furnish all labor, supervision, materials, equipment and professional Architect/Engineer services to perform construction work for the abatement, renovation and electrical upgrade of the Maintenance Building. Upon the Government's acceptance of a complete design package, the contractor shall abate all lead and asbestos in the Maintenance Building, renovate the existing office/bathroom space and upgrade the electrical service at the Cypress Hills National Cemetery. COST MAGNITUDE: The magnitude of this project is between $25,000 and $100,000. CONTRACT DURATION:Work shall be completed within 180 calendar days from start to finish after the Notice To Proceed has been issued. NAICS CODE: 236220SMALL BUSINESS SIZE STANDARD: $33.5M METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsive, responsible service-disabled veteran-owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at www.fbo.gov. No telephone requests will be accepted. The solicitation will be available as stated above, on or about the close of business, Thursday, July 29, 2010. SOLICITATION AMENDMENTS:Amendments to the solicitation will be uploaded to www.fbo.gov. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: A site visit is scheduled for 11:00 a.m., E.D.T. on Thursday, August 5, 2010 at the Maintenance Building located at Cypress Hills National Cemetery. It is recommended but not mandatory for interested bidders to attend the site visit. The Government will not conduct separate or individual site visits for late arrivals or non-attendees. QUESTIONS: Any questions should be sent by 3:00 p.m., E.D.T, on Thursday, August 12, 2010 via email or facsimile and addressed to Charisse James, Contracting Officer in writing at charisse.james@va.gov or 202-565-4944, respectively. All questions shall reference Solicitation Number IFB VA-786-10-IB-0134. SUBMITTING BIDS: When submitting bids to the Department of Veterans Affairs, National Cemetery Administration, Construction Support Division (41D3B), 810 Vermont Avenue, NW, Washington, DC 20420 it is highly recommended that an overnight service is utilized. There are unusual long delays associated with the delivery of US Postal Service first class and/or priority mail to Government offices located in Washington, DC. The Government will not consider untimely bids delivered and received after the solicitation's response date and time. Bids are due by 3:00 p.m., E.T. on Thursday, September 2, 2010 unless the Government issues an amendment to change the due date. BIDDER'S MAILING LIST:Interested parties should register for the Bidder's Mailing List at www.fbo.gov "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared, maintained, or distributed by the Contracting Officer.
