- THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation for this project will be available on or about July 29, 2010 at https://www.neco.navy.mil. Naval Facilities Engineering Command Midwest, Great Lakes, IL is currently seeking HUB Zone construction contractors for Solicitation Number N40083-10-R-3030 to obtain construction services that will entail the construction (design-build and repair) of the water main located at Buckley Road, Naval Station, Great Lakes, IL. Project Scope is: Work includes furnishing all labor, transportation, supervision, additional material, equipment, and performing all operations in connection with repairing the water main running perpendicular to Buckley Road using lining technology. The specification requires excavation at two locations that will act as the access points for the lining repair work. Rehabilitation of the existing water main will be performed by lining the existing pipe with a structurally sound cured-in-place pipe (CIPP). The product used for this rehabilitation project must be designed specially for water main applications and shall be commercially proven through the Illinois Environmental Protection Agency (IEPA). Upon completion of the lining repair, disinfection will require two additional access points to be excavated to inject chlorine and collect samples. Site restoration shall be in accordance with the latest edition of the Standard Specifications for Water & Sewer main Construction in Illinois. This solicitation is being issued as a HUB Zone set-aside. The Government will only accept offers from HUB Zone concerns. This is a negotiated procurement, using the Lowest Price Technically Acceptable Approach in accordance with FAR 15.101-2 that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in September 2010. The NAICS Code for this procurement is 237110, Water and Sewer Line and Related Structures Construction, with a size standard of $33.5 million dollars. In accordance with FAR 36.204, the project magnitude is between $100,000 and $250,000. The contract duration is 210 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. A site visit is planned; the date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. The solicitation will be posted to https://www.neco.navy.mil, under solicitation number N40083-10-R-3030. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award. In accordance with FAR Clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, all offerors must be registered on https://vets100-vets.dol.gov to be eligible to receive the contract award.
