- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and following Simplified Acquisition Procedures in FAR Subpart 13.5. THIS ALSO SERVES AS AN ANNOUNCEMENT OF THE GOVERNMENT'S INTENT TO SOLE SOURCE THE REQUIREMENT TO EDINBURGH INTERNATIONAL. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The US Department of the Interior, National Business Center, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D10PS18475 as a Request for Quotes(RFQ)on behalf of the Task Force for Business and Stability Operations (TFBSO), Banking and Finance Networks (B&FN) under the Department of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-44.The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 "Facilities Support Services", with a small business size standard of $35.5M. The Product Service Code for this procurement is S216, "Facilities Operations Support Services".AQD will use procedures that provide for issuance of the order on the basis of other than full and open competition that are authorized by Federal Acquisition Regulations (FAR) in Subpart 6.302-1(a)(2). The purchase order will provide life support services to TFBSO in Kabul, Afghanistan which includes a fully furnished turnkey housing facility in a secure and protected area at the executive three to four-star quality levels (or above). The contractor facility shall be in close proximity to facilities identified in the Statement of Work. The resultant award shall be a Firm-Fixed-Price (FFP) Order. The Period of Performance is a Base Period of 6 months from the date of award with two 6-month Option Periods. Place of performance and acceptance shall be at the Contractor's site in Kabul, Afghanistan. GENERAL INSTRUCTIONS FOR SUBMISSIONOfferors must submit their Technical and Price Quotes in separate volumes [see the instructions under 52.212-1 -- Instructions to Offerors - Commercial Items (Jun 2008)], electronically, via email to the Contract Specialist, at Dinah.Sison@aqd.nbc.gov by the closing date of July 22, 2010 by 1:30 P.M. Eastern Time (ET). Offerors are advised that failure to submit a response by this date and time may result in their quotation not being considered.NOTE: Due to email server limitations, please limit the size of each email with attachments to 10MB. TECHNICAL QUESTIONS: Offerors must submit all technical questions concerning this solicitation in writing (e-mail is acceptable) to the Contract Specialist at Dinah.Sison@aqd.nbc.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. All questions must be received no later than July 19, 2010 at 1:00 PM ET. The Acquisition Services Directorate will answer questions which may affect offers in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all responsible offerors. The source of the question will not be referenced when issuing an amendment to the solicitation. OTHER RESPONSIBLE SOURCES: Any response to this notice by a responsible source must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. Information (e.g. capability statement, proposal, or quotation) of other responsible sources that can fulfill this requirement must be received by the Contract Specialist by July 22, 2010 by 1:30 P.M.
