- DEPARTMENT OF VETERANS AFFAIRS Limited Source Justification Other Than Full and Open Competition VA Northern California Health Care System 3230 Peacekeeper Way, Bldg 209 McClellan CA 95652 Medical Commodities - Palo Alto VACCHCS (570) 1. CONTRACTING ACTIVITY: Department of Veterans Affairs, Consolidated Contracting Activity-VISN 21. 2. DESCRIPTION OF ACTION: Purchase Request 570-10-3-444-0017, for McKesson's Horizon Cardiology CPACS and CVIS Cardiovascular Image/information management system. 3. DESCRIPTION OF SUPPLIES/SERVICES: Request is for McKesson's Horizon Cardiology CPACS and CVIS Cardiovascular Image/information management system. This package is a complete cardiovascular information solution improving image access and delivery across the hospitals network. The estimated value of this equipment being requested is $312,689.00 4. AUTHORITY CITED: FAR 13.106(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement: "When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." 5. REASON FOR AUTHORITY CITED: Other manufacturers and distributors are not able to provide the combination of features that meets the needs of the customer. The McKesson CPACS system is the only PACS system on the market that can seamlessly utilize the same central clinical database with the McKesson Hemodynamics Patient Monitoring System which we have already purchased. The McKesson Hemo System can export information in both HL7 and XML formats through interfaces to other PACS systems, although this could lead to potential data mismatches or data loss. Because we are limited to McKesson's Hemodynamics Patient Monitoring system (already purchased), Cardiology's choice of the McKesson's PAC system is the most compatible PACS system. 6. EFFORTS MADE FOR SOLICITING FROM OTHER VENDORS: Demos were provided by McKesson, Agfa, and GE. During this process it was determined that the other companies could not provide proven methods of information connectivity to the Hemodynamics patient monitoring system already procured from McKesson. This system will facilitate the best possible interface with the patient monitoring system as it is designed and produced by the same company. 7. FAIR AND REASONABLE COST DETERMINATION: A Price Negotiation Memorandum (PNM) will detail how the Government has determined that the anticipated costs will be fair and reasonable. 8. MARKET RESEARCH: Market research could not indicate any vendor that could supply the features that the customer was looking for. 9. SUPPORTING FACTS: With the addition of the McKesson CPACS system all data will now be captured during the procedure at the point of care thru the McKesson Hemodynamic Monitoring System. Improving the reliability of the process of capturing data and providing immediate access of images and reports to all Cardiology clinicians ultimately increase the amount of data available for patient diagnosis and leads to better cardiac patient outcomes. McKesson's unique platform permits acquisition, storage, interpretation, display and management of images, reports, waveforms and information of Cardiac and peripheral catheterization, hemodynamic monitoring, echocardiography, and vascular ultrasound. It also provides for several levels of access to potentially sensitive information. Additionally, the recommended system includes a test server that will allow OS patches and software updates to be tested first prior to deploying on the actual VA system in the patient care setting. This System configuration is set up for to accept images and information from the Cath lab and echo carts. The System has the capability to import CD's of studies and reports of Cardiology patients to add to the patient's record. The system has the ability to store 10 years of data (based on the current study volume). With the installation of this system, a complete migration/transfer of the VA's current Siemens CPACS Systems reports and image data of VA Patients will be accomplished. 10. LISTING OF SOURCES: There are currently no other sources who have expressed interest in this acquisition. 11. STATEMENT OF ACTIONS: As new technology becomes available, review of the current system will be done to see if it can be replaced. This will be done in sufficient time to facilitate full and open competition. 12.
