Description

The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1), with Janis Research Company, Inc. in Wilmington, MA for the purchase of a special model SH1-4XGS-5 closed cycle exchange-gas vibration isolated system. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. The cryostat is a very specialized piece of equipment that will be used for collaborative research performed between NIST, MIT, and the University of Waterloo on quantum information processing and spintronics, under a NIST cooperative research agreement. The cryostat must be interoperable with the existing Janis-based cryogenic instrumentation, at MIT and the University of Waterloo, including existing hardware, software control, and data acquisition systems of our collaborators. The existing instrumentation consists of a Janis Micro-manipulated Cryogenic Probe Station, Model ST-2.6T-2(3TX-2MW40-1FO) and a Janis Helium-3 System, Model He-3-SSV - Standard Sample Loading, Sample in Vacuum. Janis Research Company, Inc. has a custom, proprietary design that is not available to any other distributors and Janis Research Company, Inc. is the sole manufacturer of this required system. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by July 28, 2010 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
