- RECOVERY ACTION: This action is funded by Recovery Act dollars and is awarded under Contract No. HHSN261200800001E with SAIC-Frederick, Inc., the Operations and Technical Support contract for NCI-Frederick. The Contractor's DUNS number is 159990456. The purpose of this action is to fund the following ARRA project: Janus Infrastructure Development and Implementation for the FDA - Collaboratively build and use the standards, infrastructure, tools and policies needed for FDA to receive, process and analyze data in a standardized electronic format, including analyses across multiple studies. Justification for Non-Fixed Price Type of Award: This award is priced as an "Other Than Fixed Price" action. Work assigned to SAIC-Frederick, Inc. is pursuant to the terms and conditions of Contract No. HHSN261200800001E, a cost-plus-award-fee prime contract for operations and technical support to the NCI-Frederick. The use of a separate fixed price award to SAIC-Frederick, Inc. is not appropriate because this is Research and Development work issued under an existing cost reimbursement contract. Justification for Noncompetitive Award: This ARRA funded award is being made as a within scope modification to an existing contract awarded noncompetitively to SAIC-Frederick, Inc. pursuant to a Justification for Other Than Full and Open Competition signed by the DHHS Deputy Assistant Secretary for Acquisition Management and Policy on January 17, 2007.
