Description
The Department of Veterans Affairs, John D. Dingell VA Medical Center, 4646 John R Street, Detroit, Michigan 48201 anticipates soliciting bids for a construction project known as "UPS Wiring". The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Total Set-Aside for Emerging Small Businesses. The contractor shall furnish all labor, materials, equipment, supervision, supplies, travel, etc. to perform all work under this project which consists of: Project consists of, but is not limited to, adding two (2) electrical runs as described in Scope of Work and Specifications. Work shall be performed in accordance with contract specifications SOW and in strict compliance with all national, state, county, and local codes having jurisdiction. In addition, those construction, protection, and occupancy features necessary to minimize danger to life from fire, including smoke, fumes, or panic. Prior to commencing work, the general contractor shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20(b)(2) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor and subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. The period of performance is 30 calendar days from receipt of Notice to Proceed. Magnitude of constructions is Less than $25,000. NAICS Code for this acquisition is 238210, Electrical Contractors and Other Wiring Installation Contractors. Small Business Size Standard $14.0 Million applies. The solicitation documents including specifications/drawings will be issued on or about July 28, 2010 and will be posted on Federal Business Opportunities (www.fbo.gov). This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation. The Government is not obligated to issue a solicitation as a result of this notice. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the Federal Business Opportunities (FBO) System website (http://www.fbo.gov) with a due date to be specified in the Solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov if interested in this procurement. A Bidders Mailing List is not maintained. Bidders are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective contractors shall complete electronic Annual Representations and Certifications at http://orca.bpn.gov. Prior to award of a contract, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov. Award is subject to the availability of funds.
