Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm-Fixed Price (FFP) and a Time and Materials Delivery Order under Basic Ordering Agreement N00421-09-G-0003 with Honeywell International, Inc. of Clearwater, Florida for the procurement of test assets and to provide technical support for the H-764G Embedded GPS/INS (EGI) in the Navy UCAS Program. The effort of Phase F development is for correction of deficiencies (CODs) and implementation of Change Requests (CRs) to the Honeywell EGI H-764 configuration being used to demonstrate Navy UCAS flight operations aboard a Navy aircraft carrier, including Automated Aerial Refueling (AAR) demonstration testing. This delivery order covers test and analysis support for flight test certification. It includes the purchase of four (4) EGI test units. As the designer, developer, and OEM for the H-764G, Honeywell is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 12 months beginning after contract award. Numbered Note 22 applies.
