Sources Sought QTA-0-10-WB-I-0003 SOURCES SOUGHT QTA-0-10-WB-I-0003 This is a sources sought notice for information/market research planning purposes only. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. GSA's office of Emergency Response and recovery and the ITS NS/EP Program Office is seeking information on mobile communication devices and services to provide reliable national security communications during emergency situations. BACKGROUND: The U.S. General Services Administration, Office of Emergency Response and Recovery and the ITS NS/EP Program Office require reliable, portable, multi-function communication capabilities and features for the support of key national security programs. GSA is responsible for the critical support activities as defined in the National Response Framework, further detailed in the emergency support annexes. Such support activities are mandated by Executive Orders 12656 and 12472. The President has identified National Security /Emergency Preparedness communication as the pivotal asset for ensuring the continuity of critical government functions. Therefore, NS/EP communication capabilities must be extremely reliable and able to provide voice and data services while operating in hostile environments and in the wake of a national emergency. The purpose of this acquisition is based on a compelling need in support of National Security and Emergency Preparedness (NS/EP) and the absolute necessity of ensuring continuity of critical communications capabilities during national emergencies. DEVICES AND SERVICES REQUIRED TO MEET THE NS/EP COMMUNICATION NEEDS: The requirement is to provide reliable national security communications during emergency situations for GSA's emergency response elements, partnering organizations and the NS/EP Program office in order to accomplish Primary Mission Essential Functions (PMEF) and objectives directly supporting one of more of the President's National Essential Functions (NEF). The rapidly approaching hurricane season, recurring wildfires, floods, cyber attacks, terrorist threats, and other natural and man-made disaster can potentially result in disruptions to the traditional communications assets. Communications of this nature are pivotal support components for the Emergency Support Functions cited in the National Response Framework. Minimum Desired Device and Service Specifications: Immediate device quantity - 13, with an option to procure an additional 25 units in the future. Must be iDEN Network Compatible or considered equivalent to the iDEN Network Easily transportable - must be portable battery powered hand-held unit Provide traditional cellular communications (telephone interconnect) Provide Push-to- Talk private and talk group communications, messaging and data Multiple programmable talk groups Bluetooth capability Integrated GPS Off-network ISM Band (902-928MHz) communication capability for short range local area communication Certified intrinsically safe/non-incendive for operation in volatile environments Include National and International network coverage Service provider must offer Wireless Priority Service (WPS) as an option. Example of Desired Device: The Motorola r765IS has been found to meet the requirement. GSA is looking for other devices that are considered equivalent to the Motorola r765IS in capabilities. THIS NOTICE IS NOT A REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or large business. For consideration as a small business, the following applies: NAICS Code 517919 (All Other Telecommunications), Size Standard $25,000,000. Companies shall provide a capabilities statement no longer than 5 pages in length. They should also provide descriptive literature for the Government's purpose of evaluating market capabilities in this area. Descriptive literature should include details of the product offered that pertain to significant elements such as: design, materials, components, performance characteristics, and methods of manufacture, assembly, construction or operation. The Government anticipates awarding a contract with a base year and four (4) option years. Prior to being considered for an award of any resulting contract from this synopsis, firms must be registered with updated information with the Government's Central Contractor Registration (CCR) that maybe accessed at www.ccr.gov. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this sources sought synopsis.
