- Attached is the full solicitation document. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only full and open competition solicitation; proposals are being requested and a written solicitation will not be issued. Simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-43. Solicitation number FDA-SOL- 1071399 is issued as a Request for Quotation (RFQ). This synopsis, NAICS code 541380, size standard $12.0, is to notify contractors that the government intends to issue a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract in accordance with FAR Part 15 for the following statement of work. Any firm that believes it is capable of providing the required service as stated herein may submit a proposal. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. PART 2 SERVICES AND PRICES/COSTS 2.1 DESCRIPTION OF SERVICES The Department of Health and Human Services, Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN), requires chemical analysis services. 2.2 CONTRACT CEILING The contract minimum ceiling amount will be the value of the first order over five years (5). The contract maximum ceiling amount will be $9,000,000.00 over five (5) years. The complete solicitation is attached.
