- 1.Requesting Agency: Department of Veterans Affairs Office of Information & Technology Enterprise Infrastructure Engineering (EIE) Office of the Director Contracting Activity: Department of Veterans Affairs Technology Acquisition Center 260 Industrial Way West Eatontown, NJ 07724 2.Description of Action: The Department of Veterans Affairs Office of Information and Technology (OI&T) Enterprise Infrastructure Engineering (EIE) Office of the Director has requirements to procure new IBM Blade equipment for upgrades at the Department of Veterans Affairs (DVA) Austin Information Technology Center (AITC), 1615 Woodward St., Austin, TX. 3.Description of Supplies or Services: The proposed action is for the acquisition of IBM brand hardware in support of the installation upgrade at the AITC. The required International Business Machine (IBM) products are proprietary and the existence of limited rights in data, patent rights and copyrights makes the supplies and services available from only one source, IBM. The proposed solicitation will include a purchase description to specify the IBM and other intricately related brand name, products, or features of products, peculiar to the one manufacturer (IBM) and shall not provide for full and open competition regardless of the number of sources solicited. Other than full and open competition is applicable as described in FAR 6.302-1 (c), Application for brand name descriptions. 5.Rationale Supporting Use of Authority Cited Above: Only the brand name IBM hardware specified in paragraph 3 above will satisfy the Government's requirements. Using alternative products would compromise the integrity of the end product, increase testing and could potentially necessitate manual review of the product. It is also imperative to duplicate the production environment to resolve issues and provide feedback for both current and future products. The operating systems installed on existing IBM hardware are various versions of Windows and Red Hat Enterprise Linux. All of the hardware and software needs to support the current configurations have been tested within the current infrastructure of the Austin AITC. Procurement of additional IBM hardware ensures the integrity of the lab such that applications will not be locked when conducting testing of emerging technologies on the operating systems. The systems will be maintained by Health Systems Engineering & Design (HSE&D) staff at AITC but will benefit all EIE systems engineering design and core services activities. 6.Efforts to Obtain Competition: Market research was conducted to survey the marketplace to ensure competition for the brand name IBM hardware described herein. The details are in the market research section of this document in paragraph 8 below. 7.Actions to Increase Competition: All NASA Solutions for Enterprise-Wide Procurements (SEWP) IV Government-Wide Acquisition Contract (GWAC) orders are placed under existing IDIQ (Indefinite Delivery, Indefinite Quantity) contracts, and thus are not required to be synopsized pursuant to FAR 16.505(a)(1) and FAR5.202(a)(6). The SEWP IV GWAC is composed of five (5) groups of contracts. At a minimum, to provide Fair Opportunity as required by FAR Part 16, all contract holders within any one individual group must be provided the opportunity to quote. Instructions on the SEWP web-site state that if there is a brand name specific request, then the request for quotation (RFQ) should be submitted to all four (4) SEWP contract groups in order to full notify all interested parties, therefore, all four (4) contract groups will be solicited. 8.Market Research: Market research inquires from the SEWP IV website indicate that the required hardware described in paragraph 3 above is currently available from many SEWP vendors. The requirements shall be solicited under the SEWP IV contracts pursuant to the memorandum issued by Robert T. Howard, Assistant Secretary for Information and Technology, on June 1, 2007. The memorandum instructs VA offices to use the SEWP IV contract for all IT hardware and software acquisitions as of June 15, 2007. The required IBM hardware is widely available on the SEWP schedule by using the applicable search feature on the part numbers described in paragraph 3 above against the established catalog or price lists available at the SEWP IV website, http://www.sewp.nasa.gov. The Contracting Specialist has conducted market research amongst SEWP IV holders on and has identified eleven vendors which will ensure sufficient competition. Three of the eleven contract holders are identified as SDVOSBs. 9.Any other facts supporting the use of other than full and open competition: None. 10.Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
