- The United States Department of Labor, Mine Safety and Health Administration, Acquisition Management Division is requesting information from interested vendors who can provide high definition video-conferencing equipment, services, installation and maintenance for up to ten (10) locations across the US. Potential period of performance is 12 months base period with four one-year option periods. MSHA is conducting market research to gain an understanding of the capabilities and qualifications that exist in the marketplace as well as to finalize an acquisition strategy and potentially release an RFP. It is anticipated that any RFP released would be a small business set aside. MSHA intends to improve consistency in enforcement activities and enhance the knowledge and skills of mine inspectors through the use of increased contemporary telecommunications technologies. Improved communication technology also will facilitate the effective engagement of MSHA's highly-decentralized field personnel in understanding and responding to key outcomes and initiatives of the Secretary and MSHA and reduce the variability sometimes associated with the delivery of live training sessions. The Telepresence solution will provide more consistent, effective, and cost efficient training to MSHA inspectors. Telepresence will eliminate variability associated with the delivery of multiple training sessions on the same topic and foster consistency in enforcement activities, improving MSHA's ability to prevent death, injury, and illness from mining. Use of the Telepresence solution also will address the recent OIG audit finding of inspector retraining deficiencies. Potential vendors must be able to provide the software operating system, hardware platform, infrastructure upgrades, optimal bandwidth, site survey, classroom setup, training, end user documentation, technical maintenance and support, and security consistent with DOL requirements. MSHA anticipates having a CISCO 3825 ISR router at each site with Switch Catalyst 3750 24 10/100/1000T POE. Vendors must be able to provide the required optimal bandwidth for the proposed solution. Locations for the 10 Telepresence endpoints are: 1. Beaver, WV 2. Pikeville, KY 3. Barbourville, KY 4. Morgantown, WV 5. Denver, CO 6. Price, UT 7. Birmingham, AL 8. Arlington, VA 9. Mount Pleasant, PA 10. Pittsburgh, PA This is not a request for proposals at this time. Potential vendors must register for consideration by COB July 20, 2010 and send a capability statement electronically to the Contracting Officer at cooper.darrell@dol.gov. Potential vendors who have Telepresence products or services on established GWAC contracts are encouraged to provide contract numbers and relevant information. No facsimile transmissions will be accepted or considered.
