Description
SUBJECT: Telemetry Systems Integration & Support (TSIS), Ground Receiver Modification REF NO.: F1S0AE0034B001 DUE: 28 July 2010 POC: Timothy Palen, 661-277-8470 DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole-source, Indefinite Delivery/Indefinite Quantity (ID/IQ), Firm-Fixed Price, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 15, Contracting by Negotiation, to the L-3 Communications Corporation. This acquisition is restricted. The NAICS code is 334220. The purpose of this acquisition is to acquire "C-Band capable receivers" manufactured by L3 Communications Telemetry East (aka Microdyne). The current inventory of the AFFTC's Microdyne DR-2000 and RCB-2000 receivers were recently procured and installed under the ARTM I&S Program, but they are only capable of telemetry data reception in the L and S telemetry bands. The DR-2000 Single Channel Telemetry Receivers and RCB-2000 Dual Channel Telemetry Receivers must be modified to provide the capability of telemetry data reception in the new C-Band telemetry spectrum that resulted from the 2007 World Radio Conference (WRC07). Adding C-Band capability to these receivers will allow the AFFTC full access to all available telemetry spectrum bands. The AFFTC requirement is for the C-Band tuner to tune both C-Band RF (4400-5150 MHz) and C-Band IF (400-1150 MHz) band. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Anticipated Award date is October 11, 2010. Responses must be received no later than (NLT) 2:00 p.m., Pacific Standard Time, 15 days from NOCA issuance. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
