Description
The Naval Air Systems Command intends to increase the ceiling of a Sole Source Basic Ordering Agreement (BOA) with Frontier Systems, Inc. of Irvine, CA based on FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements), for the procurement of a Military Utility Assessment (MUA) and integration of the A-160T UAS (Unmanned Aviation System). The increase in ceiling is due to the increase in testing requirements for the MUA and A-160T in support of the United States Special Operations Command Extended User Evaluation. The original cost and schedule of developmental activities to mature this system were underestimated. There has been emerging needs to evaluate additional capabilities in relevant operational environments. The system remains in the requirements definition stage, which necessitates further evaluation. The A160T UAS is proprietary to Frontier Systems Inc, and is currently the only manufacturer and developer of the A160T UAS. Orders will be comprised of engineering, systems engineering, development, integration, and testing necessary to provide mature and reliable A160T UAS with relevant payloads for military utility assessment and extended user evaluation. The effort will be focused on integration, demonstration, and potential transition of the VTOL UAV (vertical take off and landing of the unmanned aerial vehicle). No RFP is available for competitive bidding. However, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature, with 15 days of this announcement to the contact person listed in this announcement, which will be considered by this agency. See Numbered Note 22.
