- This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, National Capital Region Contracting Center (NCR-CC) at Hoffman II, on behalf of The Family and Morale, Welfare, and Recreation Command (FMWRC), intends to procure web portal support for communications, information retrieval, awareness and training services/support and data storage (with queries capabilities) for the (www.myarmyonesource.com) Web Portal using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 22 July, 2010 at 10:00 AM EST, the requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541519 with a size standard of $25M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 15 pages and must be submitted electronically. All contractor questions must be submitted no later than 16 July, 2010 at 10:00 AM EST. Small business concerns are to outline their experiences in the following: 1.Does your team have significant domain expertise in family support issues as well as DoD organizations, programs, and systems to include in-depth experience with sensitive Government data, rigorous information security (DIACAP) standards and organizational compliance needs? 2.Does your team have significant experience in rapidly building custom web applications that are scalable and easily deployable Armywide (CONUS and OCONUS)? Will this include the creation of prototypes and demo versions that the client can try out? And will the clients observations of the prototypes be factored into the final version? 3.Does your team have experience in building custom applications within a common platform to enable the client to share applications funded by one organization with other organizations at zero risk? DEERS Integration? Does your team have significant experience with the selection of optimal technologies? MUVES and Mobile Support Application Development? 4.Does your team have experience with Department of Army Reporting Activities and its impact on data collection and reporting? 5.User documentation will be required so the system can be used be employees who are not technically orientated. Does your team have significant experience with writing and developing users manual, troubleshooting section, installation guide and a FAQ section in easy to follow a language as possible? Is this work done in-house or outsourced to a professional copywriter? Does your team have in-depth experience in training to include on-site, webinar and virtual training Armywide? Areas or tasks where a contractor does not have prior experience should be annotated as such. A written Request for Proposal (RFP) will be posted on or about 30 July 2010. The RFP must be retrieved and downloaded from FedBizOpps.Gov: https://www.fbo.gov/index?s=opportunity&mode=list&tab=list. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled.
