- NASA/GRC intends to purchase the continued development,validation and enhancementof partially resolved numerical simulation/very large eddy simulation (PRNS) andConservational probability density function/filtered density function (PDF/FDF) modelsfrom the Ohio Aerospace Institute. Statutory Basis for Other Than Full and OpenCompetition: 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies orservices will satisfy agency requirements.This is a follow on to an existing task order with the Ohio Aerospace Institute. Thecontinued development, validation and enhancement support of NCC is critical tomaintaining NASA Glenn Research Center's core competency in the field of combustionresearch and development.The purpose of extending the current task is to further develop the particially resolvednumerical simulation(PRNS) and conservational probability density function/filtereddensity function (PDF/FDF) models, enhance the NCC with the improved models, validate theenhanced National Combustion Code(NCC) using liquid fuel LDI combustion data, and applythe validated NCC to evaluate advanced extremely low emissions concepts. The continued effort will consist of the followoing tasks: 1.Continueddevelopment/improvement of the existing capabilities of the partially resolved numericalsimulation/very large eddy simulation (PRNS/VLES) and the sub-grid turbulent combustionmodel using the conservational probability density function/filtered density function(PDF/FDF). 2.Validate the NCC code enhancements made in task 1 using the availablelean diret injection (LDI) liquid combustion data. 3.Integrate the enhancements madein task 1 and task 2 into the archived version of the NCC. 4.Validate the archived NCCmade in task 3 using new data obtained from a LDI configuration. 5. Support advancedinjector concepts evaluation.Interested organizations must not only have expert knowledge of combustion computationalfluid dyamics for multiphase turbulent reacting flow, but also must have intimateknowledge of the PRNS and conservational PDF/FDF models and NCC's architecture and sourcecode as well as the extensive experiences gained from applying the NCC to practicalcombustion devices. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 29, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
