Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-10-R-0078, Medical/Hazardous Waste Study for the US Naval Hospital (USNH), Okinawa, Japan. This project will include the provision of all necessary labor, materials, equipment, supervision, supplies, transportation, and incidentals to develop a medical and hazardous waste study for USNH Okinawa. The work shall include researching Japanese law and regulation and researching typical Japanese risk reduction practices to determine Japanese law conformity and identification of risk reduction practices. The project shall focus on the following waste streams: alcohol with histopathology waste, xylene with histopathology waste, formalin with histopathology waste, trace chemotheraphy pharmaceuticals with biohazard waste, non-HW pharmaceutical waste, HW pharmaceutical waste and bulk blood and suction canister contents wastes. The contracted study shall provide a Medical Waste and Hazardous Waste Study Report. This procurement is intended for local sources only in accordance with FAR 5.202(a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the US Japan Status of Forces Agreement. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The action arising from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US Government considering price and technical evaluation factors. The North American Industry Classification System code is 541620, Environmental Consulting Services. No notice of solicitation activity will be provided to interested offerors. Interested offerors may view and/or download the solicitation, and any attachments, from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
