- Description
- The intent of this sources sought notice is to identify potential sources who would be able to provide Shore-side Support Operation services for the USS Mount Whitney (LCC-20), hereafter referred to as "Vessel", by means of a combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The Contractor shall furnish all equipment, labor, management, supervision, qualified personnel, tools, test equipment, materials and supplies required to provide the following shore-side support operation services to the Vessel during periods designated by the Contracting Officer (KO):.460V AC, 60Hz, 4800A continuous electrical power; and.125psig, 6000 lb/hr continuous steam. Work also includes performance of other operation-related work. All shore service operations under the FFP portion of the contract shall be performed at the NATO POL Pier in the Port of Gaeta, Italy, which is considered the home port of the Vessel. The Contractor may be required to demobilize, transport, and mobilize the service equipment and operators to provide electrical power and steam to the Vessel located in various ports within the Mediterranean Theater of Operation. This work will be ordered on an as-required basis under the IDIQ portion of the contract. All shore service operation and operation-related work shall be performed on a twenty four (24) hours a day, seven (7) days a week basis, unless otherwise specified, during periods as designated by the KO. a. Government-Furnished Facilities (GFF). Limited space (e.g. restrooms/showers) within Government trailer-type facilities will be made available to Contractor's personnel during operations in ports other than Gaeta. b. Government-Furnished Equipment (GFE). None. c.Government-Furnished Materials (GFM). The Government will furnish the following materials for the execution of this contract:.Twenty (20) ea. shore power cable 125 feet long, mounted on rotating reel with Viking plugs..Ten (10) ea. shore power cable 250 feet long, mounted on rotating reel with Viking plugs..Six (6) ea. 2" steam hose 50 feet long..Six (6) ea. 1" condensate return hose 50 feet long..Three (3) ea. 2" feed water hose 50 feet long. d. Government-Furnished Utilities. The Government will furnish the following utilities for the execution of this contract:.All fuel and condensate/makeup feed water necessary for the operation of Contractor's service equipment. Fuel will be either Naval Distillate (NATO symbol F-76) or Marine Gas Oil (MGO) types..Reasonable amount of water and electricity will be made available to Contractor's personnel when using the GFF addressed in para. C. above. Contractor's furnished equipment: Items of equipment necessary to perform work as required or ordered under this contract shall be furnished, maintained, and operated by the Contractor. Contractor-furnished equipment shall be classified as per the International Association of Classification Societies (IACS) standards. The Contractor is required to accomplish all required actions that will result in compliance with the requirements set forth by the regulatory body to maintain classification of the equipment during the entire duration of the contract. Configuration of Contractor's equipment shall provide sufficient redundancy to allow for equipment casualties and accomplishment of routine maintenance and still be capable of providing the full capacity of electrical power and steam while repairs and maintenance are being accomplished. Constraining Information: During Gaeta operations, Contractor-furnished equipment shall not be positioned on the pier of Gaeta port. Therefore, the Contractor shall furnish, at no additional cost to the Government, a barge which is adequate to accommodate all equipment (e.g. power generators and steam plants), materials, parts, tools, and interconnecting support structures as necessary to support the Vessel when in Gaeta port. Positioning of barge during Gaeta operations shall be coordinated in advance with the COR. Contractor is responsible for all predictive, corrective and preventive maintenance as well as safe operation of the portable steam plant, portable electrical plant, and any support systems and equipment required. Contractor's proposed equipment and method of operation must meet EM 385-1-1 Corps of Engineers, Safety and Health Requirements, 29 CFR 1910 and 29 CFR 1926, as well as all applicable International and European rules and regulations regarding both safety and prevention of environmental pollution. Contractor must provide Operations/Maintenance Superintendant for the overall maintenance and operation of the contractor's equipment. This person must be fluent in English and the local country's language, both orally and writing, and when called, must be on-site within 3 hours from notification. Please note that this IS NOT a request for proposal. Interested and capable firms shall reply by noting their ability to provide the aforementioned services.
